Actalent is currently seeking a qualified Project Manager for a position in Portland, Or. This Project Manager position provides project management (PM) support to the Bonneville Power Administration (BPA)'s Real Property Field Services (TERR) Supervisory Realty Specialist and is located at the BPA Headquarters in Portland, OR. This position facilitates costly and sensitive transmission related projects that require Real Property Services support. POSITION RESPONSIBILITIES: + Support and facilitate BPA manager-assigned project or multiple projects, from beginning to end in collaboration with senior management, external industry entities and stakeholders, providing expert guidance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the BPA manager, team lead or other personnel with the authority to do so, including: + Actively engage with the business to properly understand the business needs, identify dependencies, project expectations, milestones, resources and other initiatives, and assist the BPA manager in deploying the solution. + Identify and request necessary subject matter experts needed during the project. + Forecast and recommend / request appropriate project resources to fulfill project needs; recommended resource requests must be submitted to, coordinated with and provided by appropriate BPA performance managers. + Collaborate with business units and BPA performance managers to resolve resource allocation issues. + Facilitate "kick-off" meetings with sponsors, stakeholders, and partners and validate approval/buy in of project plans and commitment of resources. + Schedule and facilitate project team meetings and coordinate activities of sub-teams. + Alert BPA manager of and obtain appropriate authorization for any potential changes to project cost, schedule or performance. + Organize, coordinate and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage. + Recommend an overall roadmap of efforts required to achieve program initiatives and project objectives. + Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals. + Draft project plans, resource strategies and funding estimates required to advance each assigned project / defined effort. + Administer project tasks on a daily basis (may include multiple projects) with regard to time, budget, schedule and quality. Provide updates and findings to BPA manager. + Alert BPA manager of and obtain appropriate authorization for any potential changes to project cost, schedule or performance. + Organize, coordinate and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage. + Monitor progress of assigned projects to track timelines, milestones, deadlines, standards and targets, alerting appropriate BPA manager / personnel of any obstacles / potential delays to project timelines, targets or success; provide corrective action recommendations. + Issue project status reports on a regular or as requested basis. + Maintain consistent communication with project sponsors, BPA managers, and stakeholders on the progress of the project compared to the work plan. + Collaborate and work with project sponsors and BPA managers to remove obstacles impacting timely project completion. + Coordinate Real Property Services (TER) efforts to acquire land rights and permits on New Transmission Line Projects, Transmission Line Rebuild Projects, Transmission Substation Projects, Communication (Radio and Fiber) Projects and other project types as assigned. Coordination includes: facilitating meetings, tracking real property tasks for capital projects, working with project managers, engineering, and outside agencies to validate real property is acquiring and delivering the appropriate products to construct. + Coordinate Real Property Services activities including support from Geospatial Services, Survey and Mapping, Real Property Field Services, Real Property Valuation & Forestry and Real Property Services Technical Support by facilitating team meetings, gathering requirements, creating and managing schedules. + Coordinate with the Transmission Engineering Project Managers as well as the Real Property Services Project Management Team to develop a detailed Real Property Services project scope and a project schedule that is aligned with and conforms to the overall Transmission Project Management project schedule. + Coordinate with TER Resource Managers (RMs) to verify project resource requirements for Availability-to-Promise (ATP) scheduling commitments. + Serve as primary TER point of contact for assigned projects; including, facilitating and tracking all internal and external deliverables throughout the life of the project. Deliverables include: + Land Rights Reviews and Analyses, + Permission to Enter Property (PEP) documents, + Location Line Reports, + Land Acquisition Request (LAR) documents, + Land acquisition document assemblies, + Appraisals and final land acquisition documents. + Monitor and maintain project status including stakeholder dependency milestones as well as TER deliverable milestones. These critical Real Property Services milestones include: majority of PEPs complete, L-Line report complete, LARs complete, appraisals complete, negations complete and land acquisition complete. Track Real Property dependency milestones including: proposed location of facility, final location of facility, vetted access road plan complete and land rights required date. + Risk Mitigation: + Analyze and identify project risks, complete a risk registry and plan risk responses; + Monitor for risk triggers throughout the life of the project and provide recommendations for risk responses/mitigation plans when required; + Reassess risks at key milestones throughout the life of the project and develop a plan of action to mitigate newly identified risks; + Alert stakeholders including the manager of TERP of any risks that will negatively affect the project scope or schedule. + Monitor any changes to project scope to ensure that the project schedule and estimate are reflective of changes. + Periodically monitor and track current resource commitments to ensure they are adequate to meet project demands. + Provide background information, technical input, options and recommendations that facilitate project decision-making. This may include, at management request, arranging, attending and facilitating decision-making sessions/meetings with BPA management, executives and key stakeholders, including, drafting agendas, answering technical questions, and presenting information, options and recommendations for decision-maker consideration. + Participate in group improvement efforts, including drafting new or revising existing process and procedure documentation, recommending quality or efficiency improvements, and assist with the implementation of BPA management-approved recommendations. + Support and facilitate the following functions: + Written and verbal sponsor communication; + Project team communications and coordination; + Inter-project team communications and coordination; + Team meeting and sponsor meeting management. + Draft a final project report, including project "lessons-learned". + Facilitate project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements. + When necessary, facilitate the transition of a project or program to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders. Qualifications + A bachelor's degree in engineering, Project Management, Business Administration, Organizational Development, Computer Science, or a related technical discipline is preferred. + With an applicable Bachelor's degree, 5 years of experience is required. + With a non-applicable Bachelor's degree, 7 years of experience is required. + Without a degree, 10 years of experience is required. + Required experience should include demonstrated project management experience, including app aspects of process development, planning and execution. + Professional knowledge of the principles, practices, techniques, and underlying concepts of Real Property Services, which may include Geospatial Services, Survey and Mapping, Real Property Field Services, Realty Support Services, or experience coordinating projects that include these support services + Experience managing multiple simultaneous projects with competing priorities + Ability to manage process reengineering, business transformation, and change facilitation + MS Project experience PREFERRED SKILLS & EXPERIENCE: + PMP certification + SharePoint + Microsoft Access Pay and Benefits The pay range for this position is $50.00 - $55.00/hr.
