Job Description

Overview We are currently searching for an experienced Engineering Analyst to support the Director for Operational Energy within the Deputy Assistant Secretary of the NAVY Research, Development, Test, and Evaluation (DASN RDT&E). Location: Pentagon, Washington DC (100% onsite) Clearance: Active Secret (Active Interim-Secret is OK too!) About The Program The Navy’s Operational Energy Office develops policy and informs departmental investment in innovation, research and development, and integration of power and energy technologies and systems to: Extend operational reach of current and future weapons systems through more effective use of energy Reduce energy consumption and external energy logistics requirements to forward deployed strike groups Increased energy resilience of forward bases, supply depots, and cooperative security locations -Get more energy to the warfighter Increase the effective use, conversion, storage, distribution, and control of energy to enable integration of future weapons and sensors into platforms Foster and guide an energy culture in our sailors and marines through policy, training, and education Job Overview The Engineering Analyst supports the Operational Energy Office by providing technical evaluation of power and energy related technologies and projects. Specific tasks include: Provide support and analysis of Department of Navy projects and equities within the Operational Energy Capability Improvement Fund (OECIF) portfolio and other joint funded energy projects. Track, Evaluate, and aid transition of 6.3 and 6.4 level technology. Manage, analyze, and synthesize information for key decision briefs and procurement actions. Evaluate existing project progress against technical milestones and financial expenditure rates and recommend realignment of the DON portfolio when needed to continue to best serve the DON’s interests. Evaluate technology proposals for technical, management, financial, and schedule risk. Prepare summary briefs for SES-level recipients on Joint projects and recommendations. Review Department of the Navy energy strategies, identifies gaps and seams and identifies any related obstructions that may prevent achievement of energy goals. Provide engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems in the engineering discipline required to meet technical requirements. Other tasks include: Collect data for reports to Congress. Other Program Coordination related to technical and engineering aspects of projects Draft info memos Leverage digital systems engineering methods to evaluate existing, new, and conceptual architectures to identify opportunities to improve energy availability, increase range and presence, and reduce dependency on logistics energy sources. Perform business case development and analysis to evaluate the value of proposed operational energy system lifecycle benefit to the Navy. Qualifications Minimum of Interim level Secret clearance required, active Secret desired. Bachelor’s degree in Engineering, or related technical field. 2-5 years of relative experience. (Prior experience with the NAVY customer a plus, particularly withing Naval operational energy technology including power distribution and Navy shipboard HM&E experience). Experience in program analysis that includes research and analysis of various data sources (including policy and financial), critical thinking, data analytics, and developing reports and briefs. Experience in model-based systems engineering (MBSE) (SysML tools). Experience developing and delivering formal reports, information papers, and briefs to the Program Manager and Director level for the purpose of the Executive Decision-Making process. Ability to deconstruct technical concepts and communicate effectively to the community at large. Ability to facilitate interrelationships between policy, requirements, and resources. Ability to foster external relationships to meet annual milestones for deliverables. Functional proficiency with Microsoft Office suite to include Word, Power point, Excel, and Project Nice to Have (NOT REQUIRED) Former Surface Warfare Officer or Naval Aviator Masters in Engineering Experience with Operational Energy policy, requirements, DoD Acquisition, programs and naval/maritime platforms. Experience with VAMOSC, NEURS, and ADVANA Experience in technology integration for surface combatants and amphibious ships. Experience in technology integration for ground weapons systems and platforms. Experience that includes financial or program analyst experience with Navy programs including development of budget exhibits and supporting documentation Related knowledge, understanding, or experience with power and energy systems. Knowledge or experience with Navy financial and budget programs (PBIS, ERP, etc) Background in Data Analytics and Data Science. Experience in program analysis that includes research and analysis of various data sources (including policy and financial), critical thinking, and developing reports and briefs. Ability to provide engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems in the engineering discipline required to meet technical requirements. #J-18808-Ljbffr
