Role and Certifications Role Designation: Telecommunications Engineer - Level IV IT Security Designation: ADP/IT-II Investigation Required: Tier 3 (T3) IA Technical/Management Designation: IAT III and CE Commercial (Baseline) Certificates: Cyber Workforce Qualification and Management Program (CWP), DoDD 8140.03 (formerly the DoD 8570.01-Manual Information Assurance Technical (IAT) and/or Information Assurance Management (IAM) level(s)); which directs all DoD personnel assigned to positions requiring the performance of cyberspace work as identified in DoDI 8140.02, in accordance with the DoD Cyberspace Workforce Framework (DCWF). Prior to being in-processed for performance on the contract, must have the proper certificate(s) to satisfy each requirement as directed in the following link: public.cyber.mil/wid/cwmp/dod-approved-8570-baseline-certifications/ Experience in this Discipline: Eight (8) years of progressive experience demonstrating the required proficiency. Functional Responsibility: Oversees and participates in the design, testing, upgrade and integration of new or existing telecommunication networks, systems and equipment in accordance to the organization's business requirements. Documents all aspects of the engineering process as it relates to build and configuration, testing, and deployment of telecommunication networks, systems and equipment. Coordinates changes such as implementation of new telecommunication networks, systems and equipment, upgrades, or version increments to existing telecommunication networks, systems and equipment with stakeholders. Plans, coordinates, and implements security measures to safeguard telecommunication networks, systems and equipment. Performs telecommunications modeling, analysis, and planning. Coordinates with architecture and evaluate new and emerging telecommunication technologies and make recommendations for selection of these products. Troubleshoot complex issues and if needed, coordinates vendor engagements to assist in troubleshooting efforts. Provides day-to-day operational or administrative duties for deployed infrastructure platforms in lab or production environments. Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Ability to work with other senior technical and user staff to complete projects. Plans and leads major technology assignments. Functions as a technical expert across multiple project assignments. Level IV performs more independent thinking, complex tasks with little to no supervision compared to a Level III, and may supervise others. Minimum Education Minimum Education: Master's degree and/or equivalency. Other Sills, Tasks and Responsibilities THE CONTRACT EMPLOYEE SHALL PERFORM BUT NOT LIMITED TO: Contractor must have expert knowledge of Structured Cabling, understanding of BICSI TIA/EIA 568 and specifically TIA 1179 standards. Contractor must be able to read engineering diagrams for buildings and cable plant. Contractor must have extensive knowledge of Telecommunication voice solutions providers such as Avaya, CISCO, Verizon, Lumen, Polycom etc. Contractor must have knowledge of, and skill in applying systems design tools, methods, and techniques, including automated systems analysis and design tools; systems design standards, policies, and authorized approaches; and systems design precedents or alternative approaches. Contractor must have knowledge of structured analysis principles and methods; and business processes and operations of customer organizations sufficient to develop requirements and specifications for systems that meet business requirements; advise on the merits of proposed systems development projects; and apply a structured systems analysis approach to the design and development of new or enhanced applications. Contractor must have knowledge of, and skill in applying the organization's policy and planning formulation process; capital investment planning principles and methods; the organization's enterprise IT goals and objectives; and IT metrics methods and concepts sufficient to draft IT policies and plans; participate in the IT capital planning process; and develop and monitor metrics used in evaluating the accomplishment of IT goals and objectives. Contractor must have knowledge of, and skill in applying IT security principles, methods, and tools; and knowledge of the IT security environment sufficient to participate in defining IT security requirements; and implement and support IT security applications. Contractor must have knowledge of, and skill in applying Information Technology (IT) concepts, principles, methods, and practices. Contractor must have knowledge of the mission and programs of customer organizations; the organization’s IT infrastructure; performance management/measurement methods, tools, and techniques. Contractor must have knowledge of systems testing and evaluation principles, methods, and tools; IT security principles and methods; requirement analysis principles and methods. Contractor must have knowledge of Commercial off the Shelf (COTS) products and components; Internet technologies to analyze the Internet potential of systems, networks, and data; new and emerging information technologies and/or industry trends. Contractor must have knowledge of acquisition management policies and procedures; cost-benefit analysis principles and methods; analytical methods and practices; and project management principles and methods. Maintain inventory of all installed infrastructure cable based on BICSI TIA/EIA 1179. Support for telecommunications infrastructure including phone, fax service, Wide Area Network (WAN) circuits, 800-number and Direct Inward Dialing (DID) assignments and plain old telephone service (POTS) lines; analyzes telecommunications and network characteristics (e.g., traffic, connect time, transmission, speed, packet sizes, and throughput), troubleshoots problems, and recommends procurement, removals, and modifications to Telecommunications and Internet Protocol (IP) network and system components on Cisco based network. Backup to the Telecommunications/Network Administrator, including PBX system and all telecommunication equipment, upgrading, troubleshooting, monitoring, and building of networked services; and provides strategic direction and support for the implementation and maintenance of the facility IP FAX service. Provides support for core Data and Voice (Local Area Network (LAN)/Wide Area Network (WAN)) devices including Routers, LAN Switches and Firewalls; and uses routing knowledge of network/internet protocols/services such as Frame-Relay, Multiprotocol Label Switching (MPLS), Digital Signal Level 3 (DS3), T- carrier 1 (digital transmission line (T1), Domain Name System (DNS), Internet Protocol Security (IPSec), Border Gateway Protocol (BGP) and Network Address Translation (NAT); and provides support for Voice PBX platforms, traditional digital Avaya phones, Avaya/Cisco VOIP systems, and Trunking. Ability to communicate orally and in writing. Provides complex technical services and support to a diverse customer base, directly affecting operations of a large and complex multi-mission military medical treatment facility. Support the project/construction and cable reroutes, fiber splicing Direct support for PMO and CTO Installation, modification, repair, and removal of copper and optical fiber cables. Provide after-hours on-call and downtime support on rotational basis. Must be able to work on feet for extended periods of time. Must be able to install network equipment. Must be able to lift 40 pounds.
