The staff auditor position is responsible for protecting the interest of the wagering public and assuring the collection and distribution of funds as mandated by the MS Chap 240. These responsibilities extend to ensuring the fiscal compliance, internal controls, and proper oversight of the regulated/licensed associations. Specifically, the staff auditor will advise MRC Commissioners, executive leadership, and staff on all matters relating to all fiscal compliance responsibilities under Chapter 240 and implementing rules. The staff auditor will also assist in the development and implementation of compliance policies and procedures relating to the internal controls of both the MRC and regulated associations. Under the direction of the executive director or deputy director, the staff auditor will also conduct routine and investigative audits assigned to determine the fairness of financial statement presentation, the sufficiency of internal controls, and compliance with financial-related legal provisions by interviewing entity personnel, analyzing financial data, and testing transactions in accordance with generally accepted auditing standards. This position will also support other financial activities in the agency, such as paying invoices and entering financial transactions in the SWIFT system. **Minimum Qualifications** + One (1) year of experience performing analysis, exercising judgment, and relying on knowledge in audit, risk or compliance role. + Demonstrated knowledge or experience in Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS). + Interpersonal skills sufficient to establish and maintain effective ongoing relationships with the public, stakeholder groups, and department staff. + Demonstrated ability to communicate complicated information effectively verbally and in writing. + Experience collecting, analyzing and presenting financial data. + Demonstrated proficiency in Microsoft Office. **Preferred Qualifications** + Bachelor's degree in accounting/auditing, finance or equivalent field. + Knowledge or experience in auditing and/or pari-mutuel/gaming accounting. + Knowledge or experience with applicable state statutes, laws, compliance requirements, policies, procedures, data practices and information technology related to the regulatory oversight of the horse racing and card playing industry in Minnesota. + Experience verifying compliance with regulatory requirements. + Accreditation as a Certified Public Accountant (CPA) or as a Certified Internal Auditor (CIA). + Familiar with para mutual gambling and/or horse racing. **Additional Requirements** The offer is contingent on passing a background and reference check.
