OverviewIT Subject Matter Expert - Technical & Security Lead - Contingent role at Rapid Cycle Solutions, LLC (RCS). RCS is an innovative small business providing IT and management consulting services to the U.S. Federal Government and commercial clients, with strengths in cross‑organizational solution analysis, design, development, implementation, and change management.Note: This position is contingent in nature, pending award. Start dates are anticipated mid-September to early October, with the award decision targeted mid‑August.ResponsibilitiesServe as the senior technical authority across four Treasury Enterprise Infrastructure workstreams: Program Operations, Communication Excellence, Technical & Security, and Finance & Operations Management.Guide engineering strategy, cybersecurity posture, and project governance for Treasury Enterprise Network Services (TENS).Dedicate approximately 25% of time to project management responsibilities, including schedule, budget, and deliverable oversight.Lead enterprise architecture reviews, risk assessments, and FedRAMP/TIC3.0 compliance initiatives across all workstreams.Manage project schedules, budgets, deliverables, and report status to Treasury OCIO leadership (approx. 25% of role).Approve utilization and capacity‑planning reports, DR/COOP findings, and technical terface with Treasury Cyber, TSOC, bureau IT executives, and vendor partners (AT&T, SAIC) to resolve escalated issues and set modernization priorities.Champion Zero Trust, cloud adoption, and automation best practices while guiding implementation roadmaps.Foster knowledge sharing and continuous improvement across delivery teams.Required Qualifications/EducationClearance: Active Public Trust Tier4 security clearance or ability to obtain; Treasury badge strongly preferred.Master’s degree or Bachelor’s degree with 10+ years of experience in enterprise network or cloud architecture and cybersecurity for Federal agencies; experience managing multiyear infrastructure projects.Demonstrated leadership delivering large‑scale Federal infrastructure or shared services programs.Active CISSP plus one of: AWS or Azure Solutions Architect Professional, CCIE, or TOGAF.Proven track record developing and enforcing enterprise security controls, DR/COOP strategies, and performance management KPIs.Nice to Have QualificationsPrior experience supporting Treasury OCIO or DHS TIC modernization efforts.ISO9001 or CMMI quality management background.Experience with executive storytelling using Power BI or Tableau.Additional InformationRCS is an equal employment opportunity employer.
