Request for Proposal (RFP) - Program Strategy and Management Consultant Open for submissions until Friday, August 29th. This RFP is open for submissions; details below describe purpose, scope, and requirements. Background: Global Fishing Watch (GFW) is an international nonprofit organisation committed to advancing ocean sustainability and stewardship through increasing transparency. We provide data and near real-time tracking of global commercial fishing activity, support science and research, and boost global cooperation on ocean transparency. A key component of our 2030 strategy is targeted collaboration with 30 countries across 5 Regions (Africa, Asia, Europe-Mediterranean, Latin America and the Pacific) to adopt transparency as a principle and share ocean data more widely. GFW works with governments and stakeholders to co-develop solutions and build capacity to tackle IUU fishing and strengthen marine protection. Our tools and capacity development program enable a transition to a new cohort of core countries on a 3-4 year cycle. The organization is currently working with 12 core countries as the first cohort, with the intent to exit in 2-3 years. GFW operates with a globally distributed, fully remote team in multiple time zones. Purpose and Objectives: GFW is seeking a consultant to review and assess current Global Programs practices in managing and coordinating program work and resources; provide recommendations using existing tools and platforms; and facilitate the development and rollout of a program management framework and manual to improve operational efficiency and programmatic effectiveness toward organizational goals and objectives. Scope of Work: The consultant will be responsible for the following: Conduct a review and rapid assessment of current practices and tools used by Global Program units in managing and coordinating work plans, deliverables and resources. Facilitate the development and presentation of documents to improve operational efficiency and programmatic effectiveness, including: Program Management Framework — defining key concepts, policies and processes for managing, monitoring, coordinating work, deliverables and resources; Program Management Framework Manual — guidance for implementing the Program Management Framework; Program Management Framework Roll Out Plan — plan to roll out the Manual. Facilitate the implementation of the Roll Out Plan, including: Coordinate scheduling for learning sessions with Global Program Units; Facilitate learning sessions (online or in-person) as feasible; Submit a post roll-out report with key learnings, insights, recommendations and next steps. Roles and Responsibilities: The consultant will deliver the scope of work as described. GFW will provide relevant documents and time from the working group and Global Program Units to ensure development and rollout of the program management framework, accompanying systems and implementation manual. The consultant will report to GFW's Senior Manager for Program Strategy and Execution. Regular progress updates and adherence to the Quality Assurance requirements will be communicated as specified. Quality Assurance: The consultant will ensure rigorous processes and outputs that are reliable, credible and fit for purpose. Written products should be of high standard, with clear prose. This may include data collection and validation methods, consistent data analysis, and appropriate statistical and qualitative techniques where applicable. Materials should be produced and submitted using Google Docs and include a table of contents, acronyms list, executive summary, main text, conclusion and references. Close engagement, including weekly calls with the GFW working group, is expected to provide real-time guidance. An initial outline for each report and drafts are expected, with feedback and revisions incorporated as needed. GFW reserves the right to reject work that does not meet standards. Interim and final products should be delivered on time according to the agreed schedule. Ethics and Confidentiality: The consultant must adhere to GFW's ethical standards and protect the confidentiality and privacy of partners' data where necessary. Timeline and Budget: Timeline may be adjusted based on start date. Typical phases include sourcing and procurement (Aug 2025), engagement (Sep–Nov 2025) with weekly leads’ calls, and delivery of final reports (Nov–Dec 2025). The consultant will develop a detailed timeline and budget breakdown with resources and outputs. Travel may be discussed if necessary.
