This position is responsible for the development of heightened monitoring plans for residential child care operations, including child-placing agencies that have been identified to receive increased interventions and oversight with the goal of improving the operation's compliance with minimum standards. The position analyzes data to assist the HM RCCR management team in identifying trends and risk issues, planning program improvements, and developing policy. This position analyzes proposed legislation and develops plans to implement passed legislation and other internal initiatives, including the development of rules, policies, and procedures and participating in the development and review of technology changes and training curriculum. This position provides subject matter expertise through written and oral communication about rule and policy changes to Child Care Regulation staff, child care providers, and other external stakeholders. The position interacts routinely with Child Care Regulation field staff, program and policy development staff, legal staff, executive and other HHSC staff, including the facility intervention team. The CCR Program Specialist V also interacts with other state agency staff and external stakeholders such as provider groups, advisory committees and other community groups; and may make presentations at conferences, provider meetings and for other outside groups. This position performs advanced consultative services and technical assistance to program staff, other governmental agencies, community organizations, and the general public on the rules, policies and procedures for regulated child care. The position requires use of extensive latitude and independent judgment in carrying out the tasks assigned to this position. Essential Job Functions: Essential Job Functions: • Analyzes data, trends, and other reports to identify and plan improvements to the residential child care regulation program Analyzes information, including legislation and other agency policies and procedures, for the impact on residential child care regulation and the child care industry. Provides consultation to field staff, other HHSC programs, other governmental agencies, and the general community about child care and child care regulation. Collects, organizes, analyzes, and prepares material in response to requests for information and for reports. Consults with public and private agencies and child care operations to resolve problems and provide clarification. Serves on workgroups to develop new programs, provide expertise on residential child care regulation, and implement programs, policies, and procedures. Prepares and delivers presentations on residential child care regulation. Knowledge Skills Abilities: Knowledge of local, state, and federal laws and regulations related to child care licensing. Ability to organize and present written material. Ability to analyze and present verbally and in writing complex information, such as legislation and state and federal regulations. Ability to develop and evaluate policies and procedures. Skill in establishing and maintaining effective working relationships both internally and externally. Demonstration of critical thinking skills and risk analysis. Excellent written and verbal communication skills. Ability to use independent judgment and critical thought. Ability to demonstrate initiative and provide leadership on assignments, projects and improvements to the child care licensing program. Ability to prioritize and manage multiple responsibilities and meet deadlines. Proficiency in using basic computer programs for developing, editing and maintaining e-mail, word documents, excel spreadsheets, and data related charts, graphs and tables. Registration or Licensure Requirements: None Initial Selection Criteria: Experience in the Child Care Regulation program or in licensed child care or child placement Ability to communicate in writing Graduation from an accredited four-year college or university Two years full-time consultative, supervisory, managerial, social service, professional or technical work which must include analysis of work problems having an administrative aspect and interpretation of complex written material.
