With responsibility for an operating budget of approximately $100 million and 255 employees, the Director oversees a diverse portfolio of services shaping the City’s infrastructure, mobility, and environmental resilience. Core responsibilities include:Guiding multimodal transportation initiatives to ensure a safe, reliable, and connected transit system.Directing the design, funding, and delivery of capital improvement projects that modernize the City’s infrastructure.Overseeing environmental programs, sanitary and storm sewer systems, and solid waste management to promote long-term sustainability.Driving operational excellence in maintaining roads, bridges, traffic systems, and other essential public works functions.Ensuring high performance standards, fiscal accountability, and continuous process improvement across all TES divisions.Coordinating cross-departmental and intergovernmental partnerships to enhance service delivery and regional alignment.Engaging residents, businesses, and regional partners to build trust, improve service delivery, and advance shared community priorities.The PositionThe Director provides overall leadership and strategic direction for Alexandria’s infrastructure planning, environmental management, and public works operations. This executive oversees a wide range of services including transit and mobility, environmental quality programs (air, water, and noise), and development review, right-of-way permitting, and traffic control. The position collaborates with city boards and commissions, city departments and staff, regional and state agencies, and federal partners and transit authorities to shape and deliver transportation and infrastructure initiatives aligned with plans such as the Alexandria Mobility Plan, Vision Zero Action Plan, and Environmental Action Plan 2040. The Director reports to a Deputy City Manager.QualificationsA bachelor’s degree in a relevant technical field; a master’s degree is strongly preferred. A Professional Engineer (PE) license is strongly preferred.Eight or more years of progressively responsible experience in local government in civil, environmental, public works, transportation, and water resources engineering, with at least four years in a leadership/management role.Experience overseeing a large, complex department and managing an operating budget.Experience working with appointed and elected officials; expert witness work in settling lawsuits and testifying on behalf of municipalities is a plus.Skilled in multimodal transportation planning, environmental and infrastructure planning, capital project management, and public works operations.Strong communication, negotiation, and training skills; ability to gather stakeholder feedback while making decisive decisions; capacity to work non-traditional hours, including evenings.Experience managing a unionized workforce is a plus.How to Apply:Apply directly at the Alexandria job site with a cover letter, resume, and contact information for three professional references.
