This position will guide the development and implementation of projects with significant geospatial components, and ensure projects meet technical, regulatory, and programmatic requirements. This includes project leadership for FEMA Public Assistance, Hazard Mitigation, CDBG-DR programs, and local/state recovery initiatives. The position will be guided in all activities by ACDC's Corporate Values Platform.ResponsibilitiesManage operation functions as an advanced-level subject matter expert in multiple focus areas of emergency management, including overall responsibility for projects of any size. Supervise and direct the work of others, provide leadership and prioritization of resources, interpret policies to provide expert advice, and contribute to business goals and strategy. Provide mentorship and guidance across consultant levels.Manage complex portions of projects, organize project teams, prioritize tasks, ensure all aspects of scope and timeline are met, allocate resources, and supervise all levels of consultants. Maintain personnel utilization targets.Attend, participate, and lead meetings; engage with clients at conferences and events; design information materials and present at speaking engagements; coordinate with staff, Local/State/Federal/Regional organizations, and the public.Manage and nurture client relationships, participate in business development, review proposals, and support marketing materials and capabilities statements. Build relationships with teaming partners and clients and pursue opportunities to expand contracts.Attend and participate in training opportunities; organize staff and lead training to build client/community engagement.Make decisions on assigned projects as an advanced technical expert; provide guidance on prioritizing tasks; perform quality control and review client-produced documents.Maintain currency with applicable state and federal policies and guidance; act as an expert in Emergency Management; pursue credentials and career development.During a disaster, may be called into the field to support or co-lead relief efforts or assist with organizing responses.Perform other duties as assigned.Division Specific ResponsibilitiesLead and manage technical teams supporting recovery, mitigation, and environmental/engineering projects.Provide expertise in geospatial analysis, Survey123 forms, and ArcGIS tools for project delivery.Supervise staff conducting environmental and infrastructure assessments, hazard analyses, and permitting/floodplain compliance.Oversee disaster recovery strategies with regulatory compliance (FEMA, HUD, EPA, and local/state regulations).Serve as SME for environmental compliance (NEPA, wetlands, endangered species) and/or engineering components (damage assessments, repair scopes).Review and validate project documentation including project worksheets, grant applications, and environmental reviews.Aid clients with navigating permitting, zoning, building codes, floodplain regulations, and environmental permitting for recovery projects.Coordinate with agencies, applicants, engineers, and environmental specialists for project execution.Mentor junior technical staff and support knowledge sharing.Represent the firm and clients in stakeholder meetings, briefings, and regulatory discussions; support business development with technical writing and proposals.Stay up to date on legislation, regulatory changes, and best practices in disaster recovery, environmental management, and engineering.Knowledge, Skills, and AbilitiesIn-depth knowledge of FEMA Public Assistance, Hazard Mitigation, or CDBG-DR programs.Proficiency with ESRI software, ArcGIS, and Survey123.Geospatial data management, form creation, and analysis skills.Expertise in environmental regulations, permitting, and civil engineering standards.Working knowledge of FEMA Public Assistance policies/procedures.Effective verbal and written communication; ability to maintain confidentiality; multi-tasking capability; cross-functional collaboration; relationship-building with public and private sector clients; strong critical thinking and problem-solving skills; highly organized and detail oriented; adaptability to changing roles and priorities.RequirementsBachelor's degree in Environmental Science, Environmental Planning, Civil Engineering, or related field.Minimum 5 years in environmental planning, disaster recovery, emergency management, or related fields.PE certification.7+ years of FEMA policies and environmental regulations experience.3-5 years experience with ArcGIS and Survey123.5-7 years project management experience and ability to manage multiple projects and deadlines.5-7+ years client management experience including expansion of services/contracts.2-5+ years leadership and supervisory experience.5-7+ years knowledge in two or more Emergency Management disciplines.Proficient in Microsoft Office 365, especially Excel.Experience / Education PreferredMaster's degree preferred.CERTIFIED Emergency Manager (CEM) credential is a significant advantage.Proficient with Salesforce.Additional QualificationsMust be 18 years of age or older.Must pass company and client background checks, HR assessments, and reference check upon offer.Eligibility to work in the United States is required.EEO / BenefitsAC Disaster Consulting is an Equal Opportunity Employer and all qualified applicants will receive consideration without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or veteran status.
