Position Summary Plans, coordinates, budgets, and supervises various design and construction projects from development to completion. This position, under minimal supervision, is responsible for selection, negotiation and supervision of all activities regarding external consultants or vendors; and tracks progress against milestones, and adheres to budgetary guidelines. MORE ABOUT THE ROLE: This position will report to the Permitting & Compliance Program Manager and will be responsible for leading the Storm Water Division's Land Development Permitting group (5 staff) in providing land development engineering review of civil drawings, surveyed plats, and as-built surveys to ensure compliance with erosion control, storm water drainage, street design, and Structural Control Measure (SCM) standards for jurisdictions within Mecklenburg County. The role will also manage infrastructure bonds on behalf of the Towns. Working knowledge of Accela (digital plan review software) is a plus. The position will serve as the Land Development permit lead for several jurisdictions in Mecklenburg County. The position will be responsible for working with City staff, Town staff, planning boards, the development community, engineers, and surveyors in providing and improving plan review, permitting, and bonding services. This position will also ensure the fees charged for these services cover the expenses of providing the service. Essential Functions Manage the design and construction project lifecycle, from initial project planning phases through completion of construction May supervise construction project managers, project managers or other positions in the engineering, environmental or maintenance job classes Coordinate construction resources and track project progress against established timelines and schedules Ensure work is completed on time, within budget, and to specification Select, negotiate with, and coordinate the work of vendors and contractors Responsible for material management and delivery scheduling tasks in support of assigned projects Track project progress against milestones, budgetary guidelines, or other performance indicators and prepares and delivers reports to management Inspect or review projects to monitor compliance with building and safety codes and environmental regulations Investigate damage, accidents, or delays at construction sites to ensure that proper construction procedures are being followed Develop or implement quality control programs and environmental protection programs Meet with regulatory agencies and contractors to ensure permitting conditions and requirements for internal/external projects are considered in project scope, timeline, budget Ensure that all necessary permits or licenses are obtained Direct and oversee design professionals, construction or related workers; contract or oversee craft work, such as painting or plumbing Act as a liaison between the client and project team members regarding changes or problems Minimum Qualifications Experience: Minimum of four years of related project management experience or training. Education: Bachelor's degree in Architecture, Engineering, Construction Management, one of the natural sciences or related field.
