The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS) is seeking applications from experienced individuals for the anticipated position of Director of Enterprise Solutions (Information Technology Manager 4) in Hartford, CT. Position Highlights Full time, 40 hours per week Monday through Friday schedule Standard hours 8:00 am to 5:00 pm with some flexibility based on operational needs Located in Hartford, CT This hybrid position is eligible to apply for telework in accordance with the Telework Policy. The Role The anticipated Director of Enterprise Solutions (Information Technology Manager 4) role will have overall responsibility for the Enterprise Application and Digital Government portfolio of business. The selected individual is expected to drive multi-agency solution development using modern technologies that transform the relationships between Connecticut residents and their state government. Initial focus will be within the health and human service space to address emerging program changes. Our ideal candidate will be a leader who has experience successfully championing and delivering multi-stakeholder transformational change. This role will be instrumental in managing agency relationships, growing a culture of innovation and engagement, and leveraging our current and emerging resources toward the goal of strengthening the State of Connecticut as the IT employer of choice. This leader will also communicate concepts to a broad range of technical and non-technical staff. Duties Making investment and priority trade-off decisions Establishing statewide policies Identifying areas of risk and investment required to increase the impact of technology Negotiating and managing vendor contracts Recruiting and developing high performing teams. Knowledge, Skills and Abilities Plan and Deploy for Business Results, including the ability to develop and implement business plans, IT plans, budget plans, and human resource plans to maximize budget allocations, technology, personnel and other resources to achieve agency and program goals. Lead Change, including innovation, creative problem solving, and strategic thinking to grow information technology services in response to customers and a changing work environment. Focus on Results and Quality, including accountability and the ability to analyze data to continuously improve performance. Understand Customers and Markets, including establishing customer satisfaction, forecasting market analyses, and incorporating best practices into IT operations. Lead People, including conflict resolution, effective communication, coaching, training, recognizing performance, and fostering teamwork. Build Coalitions, including negotiating with internal and external groups to gain cooperation and understanding political dynamics affecting the work. Business Knowledge, including knowledge of the technical, professional, procedural and legal requirements of the IT area. Minimum Qualifications General Experience: Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning. Special Experience: Three (3) years of the General Experience must have been in a managerial capacity. Note: For state employees this experience is interpreted at the level of an Information Technology Manager 2. Substitutions Allowed: College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
