Job Description and Duties District 08 - South Region - 790/2404 Maintenance South Region Office The incumbent will write U-10 Service Contracts, monitor and ensure funding is being expended at the desired rate. Will be the authorized representative of Caltrans responsible for ensuring that the contractor's performance and financial management meets all the legal requirements of the service. Will be responsible for submittal of invoices to the Division of Accounting (DOA) ensuring but not limited to following compliance of the Prompt Payment Act, Invoice Dispute Notifications, and examine all insurance and license certifications. Incumbent will track the region Small Business (SB), Disabled Veteran Business Enterprise (DVBE), and Disadvantage Business Enterprise (DBE) compliance to achieve percentage attainment required by the State or Federal Government. Will work serve as the representative for the region Labor Compliance Program. Will track in detail contractor's prevailing wage requirements on all public works projects, update wage and benefit determinations along with overtime regulations and exemptions. The incumbent will assist the superintendents and employees of the region using software and creating new forms and documents in MS Word, Excel, Access, and PowerPoint for document tracking and electronic form submission as needed for managing the region's operations and providing management with clear and simple information. When handling problems and/or circumstances regarding the contractor's payments, or when encumbering and disencumbering funds for service contracts in order to maintain the budget for each contract, the incumbent will correspond in-depth with the Division of Procurement and Contracts (DPAC) and the Caltrans Accounting Department (DOA). Will complete and submit necessary paperwork to DOA in order to get contract payment. Will work with HQ's budgets to track encumbrances, expenditures and disencumber funds to ensure the region does not surpass their allocated annual resources. Will track the region charging codes to ensure proper charging according to the Accounting Coding Manual. Will complete tasks in accounts payable and receivable including, but not limited to: Check/Warrant Stop Payments, Miscellaneous Vendor Advances (MGAX), create and maintain customer account records with expertise in using AMS Advantage Program. The incumbent will assist the region supervisors in providing training such as Acquisition Manual Training, CALPIA Training, Leveraged Procurement Agreements, AMS Advantage and Forms Interface Program (FIP) Training. Will provide training on RQS Creation, Cal-Card Program Training, Cal-Card Service Agreements, and Bid, Protest, and Dispute Training. The incumbent will coordinate activities with other divisions, departments and local agencies for Career Day events. Will act as the backup instructor for the South Region Academy and Training Program. This is a Limited Term position which may be extended to 24 months or become permanent. The base of operation will be in the Maintenance South Region office. While in the office setting he/she will be working in a climate-controlled environment with artificial lighting.
