Superior Court of CaliforniaCounty of Contra Costa announces an open recruitment for:Director of Finance$133,883.36 – $170,880.53 annuallyThe Court is conducting a recruitment for the classification of Director of Finance. Under the direction of the Court Executive Officer, the incumbent in this classification serves as a senior member of the executive management team; plans, organizes, directs, and administers all aspects of the Fiscal department.The Director of Finance is an at-will executive management classification responsible for administering non-judicial activities and providing leadership and management support in the area of Finance. Incumbents provide full supervisory responsibility for finance, accounting, budget planning and monitoring, procurement and payroll. In addition, the Director of Finance is responsible for collections of court-ordered payments, distribution of fines and fees, and internal audits. Results are typically accomplished through subordinate managers and staff.The ideal candidate will have served as Finance Manager or supervisor in a court setting.Essential Duties include, but are not necessarily limited to:Planning, directing and organizing the administrative activities and operations of the court including budget preparation and control, fiscal analysis, financial management, procurement and contract management, booking travel for court staff and judicial officers as requested and other administrative support services.Establishing internal policy, controls and guidelines for budget, contract administration, purchasing, and other administrative services.Planning, organizing, administering, reviewing, and evaluating staff and activities required to support the administration and operations of the Court, typically through subordinate levels of management.Directing the budget and financial operations of the Court and providing input to the Judicial Council of California on trial court budget processes, consistent with California Rule of Court, generally accepted accounting standards, and sound financial management principles.Developing a comprehensive Court Budget plan, in accordance with California Rule of Court, applicable statute and collective bargaining requirements.Directing and participating in the development and implementation of consistent effective and cost-efficient policies and procedures including the receipt and deposit of court-ordered fees and payments.Monitoring developments and legislation related to court administrative and fiscal matters, evaluating their impact upon the Court's operations, and recommending and implementing required operational changes.Directing staff and participating in identifying and evaluating the long and short- range needs of the Courts.Assisting in developing and implementing court-wide goals and objectives.Working effectively with the Chief Executive Officer, Presiding Judge, judicial leaders, other members of the executive management staff, bench officers, court employees and justice partners.Performs other duties as assigned.Education: A Bachelor's Degree, or equivalent, from an accredited four-year college or university with major coursework in Business or Public Administration, Public Policy, Public Finance, Finance, Accounting, or directly related field is required.A Master's Degree in Business, Accounting, Finance, Public or Judicial Administration and/or a CPA license is desirable.Experience: At least five years of progressively responsible financial management experience is required; public sector preferred. Management experience in the areas of contracts and procurement, collections, and/or payroll is desirable. Experience with the Judicial Branch Contracting Manual desirable.Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills and abilities, as determined by the Court Executive Officer.Application and Selection Process:Interested individuals must complete a court application online and must provide a valid email address.
