The DCHRO will manage staff deployment to ensure the right talent in place to support Talent Acquisition, HR Operations, Equal Opportunity Unit, and Classification & Compensation. The role involves engaging with external organizations (e.g., EEOC, Department of Labor, Governor’s Office of Equal Opportunity) and driving modernization of HR practices in a multi-site, statewide environment. The ideal candidate is an experienced HR practitioner with strong interpersonal and leadership skills capable of delivering results across large, diverse teams. Job Location and DetailsTraining and Personnel Division1831 West Jefferson Street, Phoenix, Arizona 85035Posting Details: Salary $114,000.00; Grade 26; Closing Date: 10/24/2025 Job SummaryThe DCHRO will oversee the Talent Acquisition, HR Operations, Equal Opportunity Unit, and Classification & Compensation units, develop new insights to modernize HR practices, and support a statewide, multi-site operation. The role requires collaboration with executive leadership and external entities, and the ability to influence organizational processes and policies. ResponsibilitiesMeet with HR Unit Administrators to discuss issues and provide direction, leadership, guidance, and counselResearch and provide guidance on complex personnel issues (e.g., corrective discipline, Personnel Board appeals, performance issues, ADA/FMLA, grievances, labor relations, and return-to-work programs)Attend meetings at various organizational levelsRepresent the agency externally with entities such as EEOC, Department of Labor, Department of Justice, Veterans Administration, Attorney General’s Office, Personnel Board, Risk Management, and Governor’s Office of Equal OpportunityCommunicate with the Executive Team, Wardens, and Administrators on confidential matters (disciplinary actions, Personnel Board actions, discrimination, workforce demographics, investigations, legal actions, etc.)Develop action and implementation plans; prepare complex analyses and reportsDevelop and revise policies, procedures, forms, processes, and reports related to HR operationsDevelop and maintain unit budgets within ADCRR guidelinesRecommend goals and objectives for the Division’s strategic planApprove purchase requests and manage inventory per policyOther duties as assignedDrive on State business Knowledge Of, Skills In, and AbilitiesFederal and state laws and regulations related to discrimination and equal opportunityFederal and state judicial systemsPrinciples and practices of administration, management, and supervisionADOA Personnel Rules, policies, and proceduresState and national information resourcesCORP and related retirement lawsASRS and related lawsInvestigative techniques and employee rightsProblem resolution and mediation/facilitationPlanning concepts, training techniquesPC proficiency and software applications Selective PreferenceBachelor’s degree or higher in human resources or a related field; SPHR or PHR certificationHR management experience across multiple HR functionsBackground in employment dispute resolution with mediation/alternative dispute resolution trainingExtensive knowledge of ADA, FMLA, and EEO requirements and reportingProfessional personnel management experience (3–5 years) Pre-Employment RequirementsIf driving is required, incumbents must possess a valid driver’s license and meet state training and driving record checks.
