Job Description

This person is responsible for planning, directing and coordinating all activities related to Rock County Transit operations in order to meet the transportation needs of older adults, persons with disabilities and the general public. This position also supports and promotes the Mission, Vision and Guiding Principles of the Human Services Department and performs in a manner consistent with the HSD Leadership Charter, Professional Standards, and "Commitment to My Co-Workers." 95% - Administer the Rock County Transit Program to provide transportation for older adults, persons with disabilities and and other transportation disadvantaged populations. * Oversee and supervise daily Ride Share and paratransit operations, ensuring compliance with federal, state and local regulations and policies. * Ensure compliance with paratransit contracts for Beloit and Janesville municipalities as well as other third party contracts and memorandums of understanding. * Supervise daily activities of the Transit Dispatcher/Scheduler to ensure work is complete and transportation needs of qualified passengers are met. Ensure transportation requests are responded to accurately and in a timely manner. Ensure training needs are met in order to meet the demands of the position. * Review vehicle inspection reports; coordinate maintenance and repair activities for operations equipment and vehicles. Work with vendors to ensure timely, proper, and cost-effective maintenance. Maintain maintenance records. Ensure each vehicle has required items on hand. * Maintain a supply of vehicle cleaning tools and other minor repair items. Spot check vehicles on a regular basis to ensure they are clean and all items are in good repair. * Interview, train, supervise and evaluate all drivers to ensure passengers are transported in a timely, safe, and respectful manner. * Monitor contracted drivers' work by conducting "ride-a-longs." * Take an active role with the Wisconsin Department of Transportation in the procurement of replacement vehicles, determining vehicle needs and options. * Participate in the development of policies and procedures; make recommendations for changes and improvements to existing standards and procedures. * Respond to and investigate complaints/comments from passengers and the general public regarding transit operations; resolve problems in a timely and efficient manner. * Ensure the RouteMatch software system is responsive to Rock County's needs. Explore alternatives to this software should the need arise. * Attend appropriate training provided through transportation organizations. * Advocate on behalf of transportation disadvantaged populations in Rock County. * Assist Aging Supervisor with fiscal budgeting and management. * Evaluate Rock County Transit operations to keep up with trends, community needs, and human service coordinated transportation opportunities. * Complete verification process for monthly billing process. 5% - Perform other duties as assigned. * Knowledge of Rock County transit systems, roads and streets. * Demonstrated knowledge of federal and state rules and regulations as applicable to transportation services, MAP-21 (section 5310), and the Americans with Disabilities Act and its specific applications to public transportation. * Must possess excellent customer relations skills. * Ability to supervise employees. * Ability to perform minor vehicle repairs. * Excellent interpersonal communication skills, both written and verbal. * Critical thinking skills and ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions. * Experience with training and supervising the work of others. * Ability to multi-task. * Knowledge of various software programs, including all Microsoft office products. * College degree preferred; an equivalent combination of related education, training and experience that demonstrates the knowledge, skills and ability to effectively perform the functions of this position will be considered. * Three years transportation management experience. * Position is subject to random drug and alcohol testing pursuant to Department of Transportation rules and regulations. Testing negative on required tests is a condition of employment. * Experience in minor vehicle repair. * Experience working with older adults and persons with disabilities. * Must possess a valid driver's license. * Personal, insured vehicle-pursuant to Wisconsin law. * Some evening and weekend hours. Occasional travel outside of Rock County. Physical Elements * Ability to sit, walk or stand for long period of time. * Ability to occasionally lift up to 50 pounds. Working Conditions * Work is accomplished mainly in the office. * May be in County vehicles to perform job duties and help Specialized Transit Drivers. Use of Equipment * Ability to use computer and software programs. * May be required to drive the County vehicles on all types of roads within Rock County.
