Job Description - Executive Director II (226 Days) (RTP20250808-017)Job DescriptionExecutive Director II (226 Days) - ( RTP20250808-017 )DescriptionDirect, manage and coordinate Treasury Services activities related to the planning, development and implementation of policies, programs and practices in support of Treasury Services, Financial Services and the Finance and Accounting Services Division. Plans and directs Treasury Services activities including the care and custody of funds and other financial assets. Directs the cash and investment, tax collection, debt service and banking functions of the district.Serves as the Chief Investment Officer (bonded) and directs the daily investment activities of the district’s investment portfolios.Directs the planning, development and execution of all activities for Treasury Services including cash, debt, investment and tax collections management.Directs the activities of Treasury Services in accordance with the district’s policies and applicable local, state and federal laws and regulations.Performs personnel responsibilities for Treasury Services that includes interviewing, hiring, and training employees; budget preparation; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Administers all Treasury Services related policies of the Board of Education; suggests new policies or recommends amendments to existing teracts with the business community, vendors and district staff to facilitate information exchange and improve Treasury Services operations.Directs the district’s cash and investment management, including the preparation and delivery of all investment reporting to the Board of Education.Directs the district’s debt management, including debt service payment and coordinates the issuance, restructuring or refunding of bonded debt.Prepares the district’s annual budgets for Treasury Services, debt service and tax collection costs.Represents the district on matters of economic development as directed by Administration, including tax increment financing, tax abatement, and historical exemption activities.Directs and monitors the district’s property tax collection processes with the Dallas County Tax Office and the district’s delinquent tax collection attorneys and with the Dallas Central Appraisal District and the district’s engaged property tax audit law firm.Prepares reports and planning documents requiring technical precision, financial accuracy, readability, and editorial correctness.Provides technical assistance in the development of implementation plans within Treasury Services to improve productivity, efficiency, and effectiveness.Adheres to federal, state, and local regulations, including the Public Funds Investment Act for the investments of the district and the Public FundsCollateral Act for the cash deposits of the district.Serves as a resource for facilities planning activities for future capital projects.QualificationsRequired Bachelor's Degree from accredited university in Accounting, Finance, or BusinessPreferred Master's degreePreferred Certified Treasury ProfessionalRequired 10+ years of executive leadership experienceAdvanced knowledge of banking, cash and investment management.Advanced knowledge of debt issuance and debt service management.Advanced knowledge of property tax appraisal and property tax collection management.Advanced knowledge of property tax rate calculation and property tax rate management.Working knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements. #J-18808-Ljbffr
