PNGC Power is at a pivotal moment in the Pacific Northwest energy transition. Over the past three years we grew from 16 to 25 member cooperatives, secured a $78.9 million USDA grant to jump start rural renewables, and launched a diversified resource development program spanning a natural gas plant, geothermal, and solar + battery projects.The Director of Resource Development leads strategic planning, development, and implementation of power supply resources to ensure reliable, affordable, and sustainable energy for member cooperatives. This role is responsible for evaluating generation options, negotiating power purchase agreements, managing renewable integration, and aligning resource portfolios with long-term cooperative goals and regulatory requirements.Key ResponsibilitiesStrategic Resource PlanningDevelop and maintain long-term integrated resource plans (IRPs)Analyze load forecasts, market trends, and regulatory impacts to guide resource decisionsIdentify and evaluate new generation opportunities including renewables, storage, and emerging technologiesProject Development & ManagementLead feasibility studies, permitting, and development of new generation assetsOversee construction and commissioning of resource projectsCoordinate with engineering, finance, and legal teams to ensure project successPower Supply & ProcurementNegotiate and manage power purchase agreements (PPAs)Works with developers, EPCs, and owner’s engineers for owned project developmentStakeholder EngagementCollaborate with member cooperatives to understand needs and communicate resource strategiesRepresent the cooperative in industry forums, regulatory proceedings, and public outreachBuild partnerships with developers, utilities, and government agenciesRegulatory & Environmental ComplianceEnsure all resource development activities comply with federal, state, and local regulationsMonitor environmental policy developments and assess their impact on resource planningSupport sustainability initiatives and carbon reduction goalsGrant ManagementOversee implementation of existing grant awards and applicationsEnsure project compliance with state and federal grant requirementsRequirementsBachelor’s degree in Engineering, Finance, Economics, Business, or related field (Master’s preferred)10+ years of experience in power supply planning, resource development, or utility operationsDeep understanding of generation technologies, energy markets, and cooperative principlesProven leadership in managing complex projects and cross-functional teamsStrong negotiation, analytical, and communication skillsPreferred SkillsExperience with thermal facility development, renewable energy development, energy storage technologiesExperience with load forecasting and resource development modelsDirect knowledge and experience with federal grant and tax credit instrumentsDirect experience with public power financing agenciesFamiliarity with RTO/ISO operations and market participationKnowledge of environmental permitting and regulatory frameworksExperience with carbon legislation and regulation in the Pacific NorthwestAbility to translate technical concepts into strategic decisionsFormal project management experience and/or certification #J-18808-Ljbffr
