Coastline College is committed to achieving equitable outcomes for all students.Position PurposeThe Office of Student Equity and Title IX is in the Student Services Division. The office provides wrap-around services centered in equity and access. The Director of Student Equity and Title IX leads the college/'s Student Equity Plan and equity grants, including but not limited to Basic Needs, AANHPI Student Achievement, Dreamers Resources, International Student Programs, and Umoja. The office also ensures Title IX prevention, education, and response as Title IX Coordinator.SummaryPlans, directs, and coordinates the college/'s student equity and Title IX programs and services. Leads high school and college outreach to promote the programs and identify candidates. Serves as primary investigator for Title IX, student equity, and discrimination/harassment allegations.Distinguishing FeaturesThe Director provides leadership for equity, safety, and campus equity framework; oversees Title IX activities, delegates, training, and compliance across Human Resources, Student Conduct, Campus Safety, and Athletics.Essential Duties and ResponsibilitiesLead and oversee the development of the Student Equity program and activities, including budget monitoring and management.Lead and oversee student equity strategies through collaboration with faculty, staff, administration, and students.Oversee administration of Student Equity with resource development and personnel management in compliance with laws, policies, procedures, and bargaining agreements.Develop and present reports and required documentation on a timely basis in compliance with District, college, and State Chancellor/'s Office requirements.Develop and implement high-impact programs to encourage enrollment of underrepresented and disadvantaged students; establish support systems for retention and inclusion.Plan, develop, implement, and manage programs for educationally and socio-economically disadvantaged and historically underrepresented students.Collaborate with Research and Institutional Effectiveness to plan and coordinate research and professional development for Student Equity and Achievement and Study Equity Plans based on data-driven assessment.Develop, write, and implement grants; coordinate with other grants and programs to support student achievement, retention, and completion.Develop and implement SE processes to ensure grant compliance and reporting.Develop methods to support equity and inclusion in the college/'s learning strategies.Support SE activities with community and social agencies to recruit identified populations.Title IX areas of responsibility: investigate, report, and present findings; ensure training and compliance; manage Title IX delegates; maintain grievance files; prepare reports; train staff; advise complainants, respondents, and witnesses; provide consultative services; coordinate training for students about Title IX rights; perform other duties as assigned; abide by District policies including ethics.Qualifications and Physical DemandsKnowledge and SkillsProfessional knowledge of Student Equity and Title IX programs, including evaluation, budget management, and compliance with laws and policies.Working knowledge of college development theory and student equity issues.Knowledge of accountability planning for Student Equity and Title IX related to regulations.Knowledge of supervisory, performance management, and team-building practices.Knowledge of CCC Student Equity Program guidelines and regulations.Knowledge of evaluation and statistical methodology for research and reporting.Knowledge of information technology needs and solutions.Strong oral and written communication skills.Strong human relations skills to interact with educators, agencies, and students and to deliver presentations.Knowledge of college, district, community, and social service referral sources.AbilitiesAbility to perform essential responsibilities and develop program standards and outcomes.Ability to interpret and apply Education Code, Government Code, Title IX, and other regulations.Ability to develop and administer budgets.Ability to serve as a representative to large groups of students, faculty, and community members.Ability to meet the needs of diverse populations.Ability to work collaboratively with internal and external constituencies to recruit students and promote engagement and retention.Ability to advocate for programs and align with college values.Ability to communicate effectively with students, staff, and community members.Ability to direct, train, and coordinate staff and maintain cooperative relationships.Physical AbilitiesEssential functions and reasonable accommodations are described in District policies; ADA/FEHA requirements apply.Education and ExperienceMust possess a Bachelor/'s degree in Education or Public Administration with 3–5 years of related experience. At least 1 year of experience in conducting discrimination, harassment, and retaliation investigations. At least 1 year of developing and delivering training programs. An equivalent combination of education and experience is acceptable.Desired QualificationsMaster/'s degree or Juris Doctorate with experience in student equity and collective bargaining contracts; demonstrated budget and grant management experience with compliance and alignment to institutional priorities.Additional InformationThe incumbent is a mandated reporter under the California Child Abuse and Neglect Reporting Act and must comply with relevant requirements.Licenses and CertificationsRequires a valid driver license.Conditions of EmploymentIN-HOUSE ONLY: Internal CCCD employees only. External candidates not eligible. Typical hours are 8:00 am–5:00 pm, Monday–Friday, with occasional extended hours or weekend work as needed.
