OverviewThis job posting aims to establish a CADRE of Emergency Management Planning Specialist candidates who can support emergency management and hazard mitigation planning, training, and exercise projects across the US. The Planning Specialist for the Planning & Risk Reduction division will help communities mitigate, prepare for, and respond to disasters. Projects are managed by ACDC full-time staff; Specialists supplement project teams based on experience and specialization. Applicants should be passionate about making a difference and interested in supporting local, state, and federal jurisdictions in preparing for and recovering from disasters.ResponsibilitiesLead and support the development and maintenance of all-hazards emergency preparedness plans, including Emergency Operations Plans (EOPs), Continuity of Operations Plans (COOP) plans, and hazard-specific/functional annexes.Coordinate with local, regional, and state stakeholders to integrate planning efforts and ensure alignment with NRF, NIMS, ICS, and CPG 101 guidelines.Design, facilitate, and evaluate discussion-based and operations-based exercises using HSEEP methodology.Develop and deliver training programs for internal staff and external stakeholders.Conduct THIRA and capability assessments to inform planning priorities and preparedness initiatives.Lead and support the development and maintenance of local/multi-jurisdictional/state hazard mitigation, climate adaptation, resilience, and special event action plans.Engage community partners to support inclusive and coordinated preparedness planning.Draft and update emergency management protocols, procedures, and SOGs to improve readiness and response capacity.Identify and document gaps in preparedness, planning capabilities, training, and resources; develop recommendations and track corrective actions.Prepare AARs and IPs following exercises or real-world events for continuous improvement.Support grant writing and administration for preparedness initiatives, including tracking deliverables and ensuring compliance.Serve in a planning or training role within the EOC during exercises or activations as needed (may require long shifts or irregular hours).Develop Incident Action Plans and Situations Reports and other planning documents as part of EOC activations.Perform other duties related to emergency preparedness, training, exercise, and planning initiatives as assigned.Knowledge, Skills, and AbilitiesStrong written and verbal communication skills.Solid knowledge of emergency preparedness and planning programs and principles.Ability to work with complex regulations and puter proficiency with Microsoft Office.Excellent collaboration skills and the ability to work independently.Supervisory ResponsibilitiesThis position has no supervisory responsibilities.Expected Hours of WorkSchedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.Travel RequirementsUp to 50% travel is expected.Deployment to client sites for extended periods is required.Physical DemandsMobility required on-site with clients; sitting or standing for hours at a time.Ability to work at a computer for prolonged periods; lift up to 50 lbs. repetitively as needed.Work EnvironmentEmergency management consultants may work in an office or home environment or be deployed to the field, potentially outdoors in adverse weather.Work may be on-site with clients such as EOC, hospitals, debris sites, or local government buildings.All ACDC positions are remote work site positions with the home location agreed upon at hire; changes require HR notice and leadership approval for payroll purposes.RequirementsExperience / Education Required:1-7+ years of emergency management planning and preparedness experience across mitigation, preparedness, response, and recovery (Junior 1-3, Mid 3-5, Senior 5-7 years).1+ year of client engagement experience.1+ year of designing and delivering training programs, exercises, and drills.Knowledge of emergency management protocols and familiarity with state/local plans, agencies, and funding sources.Experience / Education :Bachelor's degree in Emergency Management, Public Administration, or related field.Experience supporting clients both remotely and onsite.Relevant certifications such as AICP, PMP, CEM, or MEP.Additional QualificationsMust be 18 years of age or older.Eligibility to work in the United States without employer-sponsored visa is required.Must pass background and reference checks upon offer of employment.BenefitsTemporary positions are not benefits eligible except as required by law.EEO StatementAC Disaster Consulting is an Equal Opportunity Employer.
