Reporting directly to the Chief Executive Officer, the Executive Director will oversee the development, expansion, and sustainability of the PACE program across all service areas. Reporting directly to the Chief Executive Officer, the Executive Director will oversee the development, expansion, and sustainability of the PACE program across all service areas. This role provides executive-level leadership to ensure regulatory compliance, fiscal accountability, participant-centered care, and alignment with Neighborhood’s mission and strategic priorities.The Executive Director serves as the primary point of accountability for PACE operations, working closely with the Chief Executive Officer, Chief Financial Officer, Chief Medical Officer, and shared service departments to drive innovation, optimize performance, and scale the program with quality and equity at the core.ResponsibilitiesStrategic LeadershipLeads the strategic planning and business development for the growth and expansion of the PACE program.Aligns PACE initiatives with Neighborhood’s overall mission, values, and strategic plan.Builds partnerships and collaborations with local agencies, healthcare providers, and community stakeholders to advance program reach and impact.Stays informed on national and state PACE trends, regulatory updates, and policy changes.Operational OversightProvides executive leadership for the day-to-day operations of all PACE sites and services.Oversees key program functions, including clinical services, enrollment and outreach, compliance, transportation, and participant experience.Supervises the PACE Program Director and supports leadership development across the PACE management team.Supervises the PACE Medical Director, and ensures medical leadership is aligned with quality, safety, and participant-centered care standards. Collaborates closely with the Chief Medical Officer to provide oversight of the PACE Medical Director.Supports the effective functioning of the PACE Interdisciplinary Team (IDT), ensuring integration of medical, behavioral health, nursing, therapy, dietary, and social services in care planning and delivery.Partner proactively with shared services departments - Human Resources, Information Technology and Facilities to ensure alignment with PACE organizational goals, and to optimize operational effectiveness. Champion a unified approach to resource planning with these shared services that advances the mission and sustainability of the PACE organization.Ensures operations are compliant with CMS, DHCS, and other federal/state regulations.Financial StewardshipOversees PACE Financial Services to monitor program solvency, develop budgets, and ensure regulatory rate filings are accurate and timely.Ensures effective financial controls, cost containment strategies, and value-based service delivery.Supports the development of proformas and financial models for new sites or services.Governance & ComplianceServes as liaison to PACE-related governing bodies, including internal boards and external oversight agencies.Directs and maintains organizational readiness for internal and external audits, including those conducted by CMS and state regulatory bodies, and accrediting agencies. Ensure that all operational, clinical and administrative practices comply with applicable laws and regulations. Lead the development and implementation of corrective action plans in response to audit findings and proactively mitigate compliance risk.Oversee utilization management systems that support appropriate care delivery. This includes data tracking, interdisciplinary team reviews and ensuring that utilization management practices comply with federal and state regulations, payer requirements, and internal standards.Oversee and direct Quality teams to ensure adherence to all PACE related policies, promoting a culture of quality improvement by leveraging utilization data to inform strategic decisions and enhance participant outcomes.Ensures privacy, security, and data integrity in alignment with HIPAA and other regulations.Legislative AdvocacyTracks federal, state, and local legislative and regulatory developments that impact PACE programs, elder care, and healthcare delivery. Assesses potential implications and develops strategic responses.Builds and maintains relationships with elected officials, legislative staff, regulatory agencies, and advocacy groups. Represents the organization in meetings, hearings, and public forums.Partners with national and state PACE associations and healthcare coalitions to coordinate efforts and amplify the organization’s voice in policy discussions.Provides regular updates and strategic guidance to the Board of Directors and Executive Team on legislative matters.Team & CultureFosters a culture of respect, accountability, and high performance among PACE staff and the Interdisciplinary Team.Builds a collaborative and engaging environment where staff and participants feel valued and heard.Ensures the Interdisciplinary Team operates effectively, with structured team meetings, coordinated care plans, and a shared commitment to whole-person care.Partners with HR to ensure adequate staffing, performance management, and professional development.Growth & Impact MetricsLeads successful expansion of PACE sites in alignment with Neighborhood's strategic goals.Achieves targeted growth in enrollment while maintaining quality and regulatory compliance.Implements performance dashboards to monitor operational, clinical, and financial KPIs.Oversees and directs growth and business development team to increase awareness and market penetration of PACE servicesQualificationsEducation/ExperienceMaster’s degree in Healthcare Administration, Public Health, Business, or a related field preferred, or an equivalent combination of education and directly relevant experience.Minimum of 10 years of progressive leadership experience in healthcare, with at least 5 years in an executive or senior director role.Proven track record in PACE, managed care, senior services, or complex healthcare delivery systems.Experience with financial oversight, regulatory compliance, and program development strongly preferred.Additional Qualifications (Knowledge, Skills And Abilities)Demonstrated success leading cross-functional teams in a mission-driven, value-based environment.Deep understanding of PACE regulatory requirements (CMS, DHCS) and value-based reimbursement models.Excellent communication, negotiation, and stakeholder engagement skills.Strong business acumen with the ability to manage budgets, interpret financial statements, and align resources with strategic priorities.Proficiency with EHRs and health technology systems.Physical RequirementsAbility to travel regularly between Neighborhood Healthcare sites and community locations.Ability to sit or work at a computer for extended periods.Ability to lift/carry up to 10 lbs PLIANCE (Safety & HIPAA)Follows all safety procedures as outlined in Neighborhood Healthcare’s Illness and Injury Prevention Plan (IIPP) and reports any injuries and/or unsafe conditions immediately.Maintains current knowledge of policies and procedures as they relate to safe work practices.Follows all safety procedures and reports unsafe conditions.Uses appropriate body mechanics to ensure an injury-free environment.Familiarity with location of nearest fire extinguisher and emergency exits.Follows all infection control procedures including blood-borne pathogen protocols.Maintains privacy of all patient, employee and volunteer information and accesses such information only on a need-to-know basis for business plies with all regulations regarding corporate integrity and security obligations.Reports all behavior and/or activity that is unethical, fraudulent, or unlawful.Pay Ranges: $250,200k-425,300k Salary, per year depending on experience. (DOE)Compensation Disclosure: The posted salary range reflects the designated pay grade for this position. While this range represents the broader classification of the role, actual compensation will be based on several factors, including but not limited to the candidate’s overall knowledge, skills, and experience, market data and industry benchmarks, internal equity within the organization, Budgetary considerations and organizational needs.
