Experience: ExperiencedSecurity Clearance Level: Public Trust (MBI)Military Veterans are highly encouraged to apply!Essential Duties and ResponsibilitiesLead the capture of business requirements for software development teamsCollaborate with business users, Information Technology (IT), and leadership to elaborate and document requirements in an Application Lifecycle Management (ALM) toolManage requirements in an ALM toolPerform Agile requirement management activities for a product teamPerform the analysis of user needs to determine functional, cross-functional, and technical requirementsConduct user interviews, lead and facilitate sessions, and develop business process models and formal specificationsWork with customers, team members, stakeholder users, and other contractors to gather and document business, functional, technical, and non-technical requirementsPerform elaboration of user stories and decomposition of stories into backlog items and determine acceptance criteriaUse an ALM tool (JIRA) for Requirements Management, Testing, and Defect Management to create and manage requirements, epics, sub-epics, and user storiesPerform the collection, tracking, and monitoring of system and business requirementsValidate requirements and integrationConduct backlog refinement sessionsCoordinate with Systems Engineers to assess impact on technical solutionsManage and coordinate requirements for various projectsWrite and deliver project documents to the clientIdentify and manage risks and issues impacting the progress and outcome of the projectDevelop and maintain the scheduled project/product backlog(s)Own and manage requirements change controlDevelop Change Requests per established policies and proceduresFacilitate accurate configuration management for project-related artifactsIdentify, document, verify, and track traceability amongst requirements, test cases, and potential risks and impedimentCollect, analyze, manage, and report key Program and Product Team execution status and metrics across all aspects of the Agile product development lifecycle using SAFePerform analysis to identify required tasks and their interrelationships to establish well-documented storiesBecome a product functional Subject Matter Expert (SME)Lead and mentor junior analysts in accordance with strategy and direction established by the Team LeadEstablish strong relationships with product and business ownersSupport development team as needed to help everyone understand the requirements’ detailsFollow Agile methodology (Scrum) and deliver requirements/specifications for Sprint teamsRemove impediments from team members to achieve successful completion of SprintsProvide clear qualitative and quantitative information to teams and stakeholdersSupport change control processes established to monitor and control project scopeRequired Skills and ExperienceMust possess a strong background in software development and Agile/Scaled Agile Framework (SAFe) methodologiesMust possess excellent oral and written communication skills with the demonstrated ability to communicate complex technical topics to the customer, management, and non-technical audiencesMust possess excellent attention to detail, customer service skills, and problem-solving abilitiesPast experience conducting independent research to support the resolution of complex questionsMust possess advanced experience with Microsoft (MS) Office, including ExcelMust possess excellent analytical skills, including integrating information from several sourcesExpertise with JIRA toolsExperience in large, Agile software development or data integration projectsDesired ExperienceExperience working in an Agile environmentWorking knowledge of VA’s Veterans Independence Program (VIP)VA SQA Testing experienceCertified Scrum Master (CSM) or Professional Scrum Master (PSM)Experience working for a Federal Health Agency (VA, DHA, HHS, etc.)Healthcare billing and claims processing application knowledgeEducation and CertificationsMaster’s degree in Engineering or a related scientific or technical disciplineSecurity Clearance RequirementsMust possess or qualify for a Public Trust (MBI)Citizenship RequirementU.S. Citizenship required for this specific opportunityCRITICAL NOTES:SSG will not make assumptions regarding your qualifications.
