Please send your resume and cover letter to no later than Friday, November 14, 2025.RCA STAFF MISSION:To provide hope by strengthening and growing Christ’s church.RCA STAFF VALUES:Collaboration, Diversity, Christ-Centeredness, Adaptability, and TrustPOSITION SUMMARYThe executive director of benefits services is responsible for managing and administering the retirement and insurance programs required by the Book of Church Order (BCO) Formulary 5; shall manage and administer the Retiree Chaplains and assistance programs, and shall ensure the availability of life insurance benefits, long-term disability benefits, and any other services related to the financial well-being of eligible ordained ministers and their dependents and of other eligible lay employees in accordance with the executive limitations prescribed by the board. Work within the limits established by the Board of Benefits Services (BOBS) board through the established Executive Limitations policies. Assist in achieving the goals of the GSC strategic plan.RESPONSIBILITIES AND ESSENTIAL DUTIESCoordinate and facilitate Board meetings and prepare related reports at least twice per year. Prepare the annual report of the board to the General Synod. Develop and administer an annual departmental budget for the Board of Benefits Services. (20%)Represent the RCA as a voting ex-officio member of the board of the Reformed Benefits Association. Serve on leadership team, working closely with RBA to develop and implement the strategic plan and goals. Ensure the availability of appropriate life and long-term disability insurance at rates commensurate with other church plans. (10%)Manage and administer the retirement programs required by Formulary No. 5 so participants have a means to wisely set aside funds at a rate commensurate with other church plans and have a means to convert accumulations into retirement income. Ensure that all benefit programs comply with applicable laws and regulations. (25%)Manage and administer the insurance programs required by Formulary No. 5 ensuring the availability of appropriate life and long-term disability benefits at rates commensurate with other church plans. (20%)Make available a financial assistance program and provide grants for active and retired ministers and surviving spouses who experience financial needs. Employ a network of retired pastors and elders who maintain contact with and provide pastoral care for retired ministers and their spouses or surviving spouses and with lay missionaries who served for 10 years or more. Make available assistance grants to retired RCA-ordained ministers, their surviving spouses and other eligible retirees that are based on need and are limited by available funds. (10%)Provide programs and services related to the retirement education and financial well-being of eligible ordained ministers and their dependents and of other eligible employees of agencies, assemblies, and institutions of the RCA. Ensure clear, accurate and effective communications of retirement, insurance and grant programs with stated clerks, church administrators, plan participants throughout the RCA and other eligible employers. (15%)Performs other duties as assigned.ESSENTIAL QUALIFICATIONS8 to 10 years of progressive leadership experience in the administration and management of retirement plans and health and welfare benefits including managing vendor relationships.Ability to interpret data, identify trends and propose recommendations for change.Deep knowledge of current and pending federal and state regulations regarding employee benefit programs.Experience managing and developing employees.A minimum of a Bachelor’s degree in business, human resource management or related field.Ability to exercise discretion and judgement in handling highly confidential information.Ability to assess priorities and address critical issues through proactively managing and resolving conflicts.Effective communicator with strong organizational skills, analytical reasoning and the ability to manage multiple priorities at puter proficiency in Microsoft 365 and Google Suite.
