As a Senior Buyer 3, you will be a key member of the team that sources everything from flooring to books, consulting services to instructional supplies to support the Seattle College District's three campuses and satellite locations across the city. In this role, you will engage with internal and external partners to source the best products, at the best price, with a focus on diversifying the suppliers we support.As a department in Financial Services, the Purchasing Department adheres to state, federal, and district procurement policies while prioritizing diverse suppliers and fiscal responsibility. We seek to understand the needs of each purchase request and collaborate to source the best products and services for our diverse student and staff populations.This position is full-time, working 40 hours per week, Monday through Friday, primarily 8am-5pm. This position works a hybrid schedule of both remote and on-site work at North Seattle College. This position is governed by a collective bargaining agreement with representation by WFSE.What You Will Be Working OnPurchases a wide variety of commodities following a competitive processPerforms market and data analysis, evaluates client needs, and identifies new contracting possibilitiesDevelops and implements the strategic direction of contract developmentExercises authority and good judgment to independently make decisions with major fiscal impactDetermines appropriate purchasing methodologies (competitive bidding, RFP, sole source, direct negotiation)Develops specifications, RFPs, invitations to bid, and conducts pre-bid conferencesEngages with client committees and evaluates input related to specification development and contract awardsAnalyzes bids or proposals to determine awardsPrepares procurement and contract documents and finalizes long-term or one-time purchasesEnsures compliance with SCC policies, state laws, and applicable guidelinesConducts product research and sources qualified vendors for bid distributionsPromotes MWBE participation in solicitations and awardsMeets or exceeds the state's aspirational diverse business participation goalsPrepares procurement statistics and management reportsParticipates in Purchasing and Accounting training and presentationsResolves issues and priorities workload effectivelyCommunicates professionally with clients inside and outside SCCEvaluates bids for compliance with contract requirements including life cycle costs and MWBE participationRejects bids that do not meet bid specificationsAssists suppliers in achieving MWBE goals; directs corrective action when neededNote: This description is not intended to cover every aspect of the job; team members contribute beyond listed responsibilities as needed.What You Bring as a CandidateA Bachelor's degree in business administration or closely related field; OR four or more years of relevant experienceOne or more years of experience in large-scale procurement, stock control, receipt, storage, and issue in government or businessKnowledge of state procurement statutes and administrative codes, government contracting, market analysis, and contract administrationAbility to establish and maintain effective relationships with suppliers, customers, and colleagues; adapt to changing conditions; work with automated procurement systems; lead user committees; interpret complex specifications and award criteria; analyze bidsAbility to interpret state policies on assets, surplus assets, and reconciliation against payablesPhysical Demands and Disability AccommodationSeattle Colleges provides reasonable accommodation in all aspects of employment.
