Fellows will receive hands-on experience that provides an understanding of the mission, operations, and culture of the DOE. As a result, fellows will gain deep insight into the federal government's role in the creation and implementation of energy technology policies; apply their scientific, policy, and technical knowledge to the development of solutions to issues of importance to the DOE and continue their education and involvement in areas that support the DOE mission either in a technical or policy-related role.About The Office Of PolicyThe Office of Policy (OP) supports the Secretary of Energy and the entire Department of Energy (DOE), providing analysis on domestic energy policy. Its work spans technology policy, infrastructure policy, state, local, tribal, and territorial policy, and energy jobs. It provides expertise in electricity systems, permitting, buildings and industry, mobility and fuels, energy security, supply chains, and the energy system. Working in coordination with the White House, Capitol Hill, other federal agencies, and local stakeholders, the Office of Policy aims to facilitate an affordable, reliable, and secure energy economy.Appointment ExpectationsDuring Your ORISE Fellowship, You Will Receive Guidance From a Mentor And Will Learn About Conducting Research Analysis Within OP. You Will Engage With Current OP Staff On Policy Analysis Projects And Assignments In One Of The Following Focus Areas:Power Sector: Contribute to analysis and policy design to support affordable, reliable electricity, including on efficient power markets that can meet the needs of the U.S. economy, such as powering AI data centers and new manufacturing.Critical Minerals: Support implementation activities related to President Trump’s Executive Orders and Presidential Memorandums for critical minerals.Conduct in-depth research and analyses for comprehensive and long-term energy policy planning and strategy development on domestic production of processed critical minerals (oxides, oxalates, salts, and metals) including rare earth elements and their derivative products.Energy Jobs: Provide research on and support initiatives to ensure the U.S. has the workforce needed to meet the needs of the evolving U.S. energy sector and create employment opportunities for American workers.Permitting: Assess opportunities to accelerate state, local, and federal permitting processes including through the application of innovative technology solutions.Assignments will require technical and economic research involving data analysis, regulatory analysis, and modeling. You will learn by assisting with producing this research and delivering it in reports, presentation materials, spreadsheet analyses, briefing papers, and other written and oral presentation materials. You will also assist with the preparation of databases, information retrieval, and web searches.Participants will receive a stipend to be determined by OP. Stipends are typically based on the participant's academic standing, discipline, experience, and research facility location. OP may authorize a supplemental stipend to offset the costs of health insurance. Participants are eligible to purchase health insurance plans offered through ORISE. Participants may receive an allowance for education and/or scientific activities as approved by OP.Appointment LocationWashington, D.C.Anticipated start dateOP is ready to make appointments immediately. Exact start dates will be determined at the time of selection and in coordination with the selected candidates. Applications are reviewed on an ongoing basis and appointments will be offered as qualified candidates are identified.Appointment LengthThe appointment will initially be for twelve months but may be renewed upon recommendation of OP and is contingent on the availability of funds.Nature of the AppointmentParticipants will not enter into an employee/employer relationship with ORISE, ORAU, the DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.QualificationsThe candidate must have received a Bachelors, Master's, or Doctoral degree in engineering, economics, natural sciences, or public policy discipline, with emphasis on energy-related application of one of those disciplines by the anticipated start date within the last 5 years. Applicants currently pursuing an advanced degree must provide proof of completion of all degree requirements before the appointment start date.
