Basic FunctionPetro-Canada Lubricants Inc. (PCLI), an HF Sinclair company, is seeking a Team Leader - Product Safety & Regulatory. Reporting to the Manager, Regulatory, the Team Leader is responsible for managing and maintaining knowledge of the legislation associated with lubricants, base, process oils and specialty products. Also, providing expert advice and services to ensure our products and packaging are in compliance in Canada, the US and other countries where HFLS products are sold. This role develops and integrates all HFLS product safety, packaging and labelling regulatory initiatives aligned with the business strategy, working closely with R&D and business leads in IT, Global Supply Chain, Global Marketing, Quality Assurance, Procurement and Manufacturing; ensuring implementation while mitigating risk and interruption to the business. Job Duties Work effectively with industry associations, industry peers and suppliers to maintain/improve credibility with government bodies and regulators. Develop, maintain and communicate an overview of emerging issues that can impact operations, including: develop an appropriate approach to government advocacy to influence the outcome work with business planning functions to ensure impacts are understood and either mitigated or properly represented in business planning Oversee and lead R&D activities for various REACH programs (EU, UK, Korea, Turkey, China) and USA TSCA Inventory updates. Oversee and lead specific country regulatory approvals on products and ensure legislated approvals are met. Oversee and lead regulatory compliance and product safety evaluations of all material that are purchased, manufactured and/or sold. Develop short and long-term labeling and packaging strategies with input from Global Supply Chain, Marketing and Procurement. Ensure alignment with Global Supply Chain, Sales, Global Marketing and Quality Assurance to determine labeling and packaging requirements. Initiate, lead and collaborate on packaging development, engineering and innovation with Global Supply Chain, Procurement, Global Marketing and Quality Assurance to develop or refine optimized labeling and packaging solutions that promote and protect the brand and product, while considering total cost and impact. Organize and facilitate meetings to maintain progress of projects. Track critical attributes of projects to ensure accountability and efficiency. Steward the identification and resolution of regulatory issues with various business teams. Lead as a resource to IT Business Partners for SAP scoping, upgrades, implementation and integration of modules for all labeling functions as HFLS merges to one platform. Look for opportunities to reduce waste in packaging and recommend efficiencies. Oversee research and advise on new requirements for entering new markets or changing regulations. Interpret technical issues into clear and concise concepts. Build the Product Safety and Regulatory Advisors within direct responsibility to be viewed as internal subject matter experts on emerging product safety and regulatory issues. Manage the regulatory expense budget within their area. Adhere to all safety, quality (ISO 9001, IATF 16949) and environmental (ISO 14001) standards, procedures and initiatives. Ensure compliance and document and maintain records. Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion. Experience Minimum of five 8-10 years of related experience in Product Safety & Regulatory. Formal leadership experience is a strong asset. Regulatory, Product Safety experience in a chemical or related industry is preferred. Experience within both a Marketing and Manufacturing environment is an asset. Education Level Bachelor's degree in Chemistry, Science or related field of study is preferred; however, a combination of education and experience will be considered. Required Skills Competent in interpreting and advising on regulatory legislation. Advanced knowledge of manufacturing processes, test methods and related terminology. Ability to work with a variety of stakeholders whose needs may be difficult to determine and may change frequently. Good problem-solving skills and ability to represent complex technical and business issues with internal departments and external regulators, industry peers and subject matter experts. Strong communication skills (written and oral) to effectively position complex industry issues with external stakeholders and internal teams. Effective listening skills as a complement to communication skills. Strong organization and project management skills. Strong analytical skills to evaluate variables and propose the best solution. Forward thinking - anticipating future trends and regulatory implications and opportunities. Familiar with ISO 9001, ISO 14001 and IATF 16949. Demonstrated strong leadership skills with the ability to direct staff on key priorities and reallocate resources as required. Results and customer focused. Strong financial skills to manage a ~CAD 2 million regulatory expense budget. Understanding of Marketing concepts is an asset. Supervisory/Managerial Responsibility Supervise a team of four (4): Regulatory Advisor - Global Product Labelling, Regulatory Advisor, and two Product Safety Specialists. Work Conditions Work is based in the Research and Development Wing at Sheridan Park, Mississauga, but could be based out of North American facilities (preferably Mississauga, Ontario; Cleveland, Ohio; or Petrolia, Pennsylvania). Office-based role with infrequent business travel. Potential stress from project deadlines and regulatory investigations. Physical Requirements Job conditions require standing, walking, sitting, talking or hearing, visual inspections, precise hand/finger movements, lifting or carrying up to 25 lbs., pushing or pulling up to 25 lbs., perceiving color differences. May require twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
