OverviewDirector, Capital Planning – NYC Department of Environmental Protection (NYC DEP)The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health by providing drinking water, managing wastewater and stormwater, and reducing pollution. The Bureau of Coastal Resilience (BCR) develops strategic planning for coastal resilience and manages related infrastructure and data integration to address flood risk and climate adaptation.ResponsibilitiesRecruit and lead a multi-disciplinary team of professionals (engineers, landscape architects, ecologists, GIS specialists, etc.).Establish bureau procedures including budgeting, strategy, capital planning & design, and regulatory compliance.Apply knowledge of DEP utility assets to identify opportunities for a DEP one water approach to flood risk management.Engage with the US Army Corps of Engineers on coastal storm risk management projects and guide BCR engagement on Section 8106 to include multiple flood risks in USACE designs.Lead DEP design reviews for USACE projects (e.g., South Shore of Staten Island, Rockaways Bayside) coordinating multi-agency input and ensuring DEP assets are considered in anize and manage information and data of infrastructure projects; manage data collection, analysis, and reporting; collaborate with OMB on climate budgeting and with EDC on shoreline maintenance.Engage with the public, elected officials, the press, and stakeholders to raise awareness of coastal resilience issues.Ensure prudent management of resources through grant management, records retention, and risk management across delivery areas.Support BCR activities related to FEMA mapping accreditation, soil remediation, wetland mitigation, flood vulnerability mapping, and integration of climate science data into planning.Minimum QualificationsA valid New York State Professional Engineer license and six (6) years of full-time experience in chemical, civil, electrical, environmental, or mechanical engineering, or plan examining work, including at least two (2) years in an executive, managerial, or administrative capacity.Preferred SkillsExcellent interpersonal and communication skills; ability to work with diverse stakeholders.Strong analytical and problem-solving abilities; capacity to develop innovative solutions to complex challenges.Solid working knowledge of program management, budgeting, procurement, and engineering practices to facilitate planning, funding, procurement, design, and construction of capital and expense projects.Additional InformationThe City of New York is an inclusive equal opportunity employer committed to recruiting and retaining a diverse workforce and providing a work environment free from discrimination and harassment based on protected characteristics.Residency: New York City residency is not required for this position.Public Service Loan Forgiveness: You may be eligible for federal loan forgiveness programs and state repayment assistance programs.
