We specialize in general contracting, pre-construction, design-build, and sustainable construction. We take on a variety of projects including base building, renovation, historic modernization, and tenant interior construction.Position OverviewThe Preconstruction Manager (PCM) at GCS-SIGAL utilizes their well-rounded construction experience to scope, estimating, and bidding construction projects lead the bidding for both conceptual and hard-bid estimates, including creation or review of conceptual drawings, budgets, preliminary schedules, value engineering, and constructability reviews for a variety of project types.Position FunctionsPosition functions include, but are not limited to the following:Lead pursuits through the preconstruction process, from contract, to turnover, to operationsCoordinate RFP responses and pursuits with Estimating, Marketing, and Operations teamsBring new pursuits to GCS-SIGALProvide value engineering suggestions and guidance to project teamsCollaborate with in-house and out-of-house subject matter expertsPrepare/Review detailed scope sheets for trade contractor biddingPerform quantity take-offs and scope sheets for a variety of building components and systemsReview and analyze trade contractor proposals for price, scope, and fit for the projectCollaborate with estimating team to ensure complete and accurate budget developmentDevelop and/or QC project schedules during the preconstruction phaseOversee preparation of owner deliverables (e.g. GMP summaries, Qualifications, Allowances)Identify key decisions needed from project stakeholders to maintain project schedulesUnderstand and lead the permitting processCommunicate clearly and affectively to clients, architects, owners, and subcontractorsPrepare time, cost, and labor estimates for projects by analyzing project drawings, specifications, and RFP’sPrepare conceptual estimates and budgets for multiple upcoming projectsAnalytically review project documents to develop well-written RFIs and identify potential scope gaps and design omissionsDevelop subcontractor relationships by attending industry networking events and visiting individual subcontractor offices to develop and maintain relationshipsAssist operations with change orders and proposal developmentEvaluate bid specifications and drawingsAttend pre-bid meetings and/or site visitsParticipate in the interview process as required by some projects for awardMaintain qualified subcontractor bidders listMinimize job costs by communicating scopes of work with subcontractors and vendorsIdentify potential project risksWork closely with the marketing department to prepare RFP responsesDevelop and manage new and existing clients by providing them with value through preconstruction effortsExperience/EducationBachelor’s degree or related experience5+ years of experience in estimating or preconstruction commercial construction projectsDeep understanding of Budget/Estimate organization and the project life cycle in the commercial construction marketFamiliarity with the DC metro AEC marketExperience with K-12, multifamily, and Design-Build projectsKnowledge, Skills, & StrengthsAble to present pricing information to clientsAble to quickly assemble Rough Order of Magnitude (ROM) budgets for clientsDesire to build strong relationships with local trade partners and design consultantsAble to use quantity take-off softwareAble to organize and lead productive meetings with stakeholders, design teams, and subcontractors to move projects forwardStrong attention to detailAble to proactively identify and solves challengesHighly organized with an ability to oversee multiple projects and ensure deadlines are metAbility to work independently and collaborativelyExcellent verbal and written communication skillsLeverages leadership skills to set strategies and drive projects to completionProven ability to multi-task in a high volume, time sensitive, and deadline driven environmentKnowledgeable of principles of architecture, engineering, and constructionStrong technical, documentation, and communication skillsAbility to work in a team environmentAbility to read specifications, plan designs, and detailsKnowledge of the RFP and bidding processesMath and analytical skills regarding cost and pricingWorking knowledge of Procore, construction project management softwareProficient with Microsoft office particularly Microsoft ExcelExperience interfacing with clients, architects, owners, and subcontractorsPhysical RequirementsProlonged periods of sitting at a desk and working on a computerMust be able to access and navigate active construction sites (PPE provided)GCS-SIGAL offers an excellent total compensation package which includes competitive health and welfare benefits and 401k plan.GCS-SIGAL is an Equal Opportunity Employer.
