JOB SUMMARY Under the supervision of the Field Service Supervisor, performs complex work in planning, coordinating and directing the reading, recording and inventory management of all City water meters for monthly billing, new account turns on, closing account shut offs and shut offs for non-payment. Work involves some independence within established policies, procedures, and guidelines. In addition, coordinates work flows for field and office support dealing with the general public, field personnel, utility billing and customer service staff. The Field Service Technician assigns work orders to field representatives, maintains meter reading routes and equipment, serves as liaison between field staff and customer service/billing staff, creates and maintains spreadsheets to record field activity, and performs various office tasks. Additionally, the Field Service Technician is responsible for all meter inventory change outs, maintenance records issued by Customer Service, Field Service, or Billing, and new meter sets as provided by Engineering, Water Field Operations, and Sewer Field Operations. ESSENTIAL JOB FUNCTIONS * Plans, prioritizes, assigns, and reviews the work of staff responsible for water meter reading and filed service customer service operations. Keeps detailed records of work performed. * Routinely loads and unloads technical meter reading information into main computer for utility billing and work order reports, creates and closes work orders. * Organizes and updates division's route maintenance, and other related technical duties to ensure efficient approach to meter reading and work order assignment are achieved. * Establishes schedules and methods for providing water meter reading and filed service operations and services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly. * Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, monitors work activates to ensure compliance with established procedures. * Serves as a receptionist for Field Services, answers Field Service telephone, gives informational response to inquiries, citizen complaints or requests, and channels trouble calls to the appropriate department or personnel for prompt handling. * Maintains division's equipment records, material records, and necessary activity and performance reports. Coordinates necessary repair/replacement of equipment as instructed. * Monitors and coordinates meter testing with customer, testing facility and/or manufacturer. * Performs advance clerical functions for the Utility Customer Service Manager, Utility Support Service Manager, Field Service Supervisor, Customer Service Supervisor, and Billing Supervisor. Maintains files, assembles specialized documentations, researches and composes correspondence, and schedules the customer service field representative meetings with customers. * Loads inventory of meters into database from manufacture, updates inventory records as meters are issued and/or changed out in the system. Understands the complexity of the land management file and utility services by jurisdiction in regards to customer account management and utility billing to ensure integrity in the accuracy of records. Works closely with various City departments to ensure timely implementation of inventory and asset record updates. * Works with the Utility Support Service Manager and Field Service Supervisor to coordinate the daily functions of the department. * Works closely with the Utility Support Service Manager and Field Service Supervisor to coordinate and implement meter reading technology enhancements to include file transfers, conversions, or updates as technology used by the City changes. * Assists with facilitating equipment and process training to ensure cross-training of critical processes are maintained. * The majority of position duties are required to be performed on-site. * Prepares and administers the budget and capital improvement program, purchase requisitions and receiving reports. * Performs technical and complex tasks of the work unit to include maintaining Field Service devices in proper conditions. Develops and maintains all contracts relating to Field Service Division functions. * Essential Employees may be required to work during a declared or undeclared emergency. * Performs other related job duties as assigned. Knowledge, Skills and Abilities: * Knowledge of modern office practices and procedures, preferably in a municipal government environment. * Knowledge of word processing, spreadsheets, databases, internet and electronic mail software, basic arithmetic, business English and grammar, and spelling and punctuation. * Knowledge of meter reading and operation of meter reading devices. * Strong organizational and planning skills. * Skill in the use of a variety of computer programs, including Microsoft Office, and various office equipment. * Ability to prepare routine documents and compose effective and accurate business correspondence. * Ability to perform a variety of complex clerical functions with numerous interruptions and cope with the stress relating to multi-tasking. * Ability to organize data and prepare composite reports from such data. Ability to work well with others and assist the public and co-workers cooperatively and courteously. * Ability to plan, organize, and direct the work of field service staff in a manner conducive to full productivity and efficient performance. * Ability to plan, organize, direct, and work effectively with staff, the public and all levels of management. * Ability to prepare accurate work reports and maintain accurate records. * Ability to communicate with customers and resolve complaints or problems. * Ability to work independently with little supervision. * Geography of the area and a general location of meters. QUALIFICATIONS Education and Experience: Graduation from an accredited college with an Associate's Degree by an accredited collage in Business Administration, Finance, or a related field, with a minimum of three (3) years' experience in complex clerical work with considerable public contact; or an equivalent combination of training and experience. Special Qualifications: For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire. PHYSICAL DEMANDS The work is generally light and may require exerting up to 30 pounds of force occasionally, and up to 10 pounds frequently to lift and move objects. Additionally, the following physical abilities are required: * Crawling: Ability to move about on hands and knees or hands and feet. * Crouching: Ability to bend the body downward and forward by bending legs and spine. * Feeling: Ability to perceive attributes of objects by touch. * Dexterity: Primarily with fingers, as in picking, pinching, or typing. * Grasping: Applying pressure with the whole hand. * Handling: Picking, holding, or otherwise working, primarily with the whole hand. * Hearing: Ability to hear and understand at normal speaking levels with or without correction. * Kneeling: Bending legs at knee to come to a rest on knee or knees. * Lifting: Ability to constantly lift and move objects. * Mental Acuity: Ability to make rational decisions. * Pulling / Pushing: Ability to occasionally move objects up to 30 pounds. * Reaching: Extending hand(s) and arm(s) in any direction. * Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. * Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech. * Standing: Particularly for sustained periods of time. * Stooping: Ability to occasionally bend the body downward and forward. * Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision. * Walking: Ability to move on foot to accomplish tasks and to move from one work site to another. WORK ENVIRONMENT Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.
