Portfolio Manager The Portfolio Manager is responsible for overseeing, governing, and directly managing a portfolio of IT projects, programs, and initiatives to ensure alignment with organizational goals and strategic objectives. The role provides hands-on leadership for select high-priority or complex projects while maintaining portfolio-level oversight to ensure initiatives are delivered within approved scope, timelines, and budget constraints. This role integrates project execution, portfolio planning, financial management, resource allocation, and governance to optimize investment decisions, maximize return on investment, and deliver measurable business outcomes. The Portfolio Manager serves as a key liaison between business stakeholders, technology teams, vendors, and leadership to drive prioritization, alignment, and successful delivery. Job Duties & Key Responsibilities: Portfolio & Demand Management Delivery Governance & Assurance Project Execution Stakeholder & Vendor Engagement Other duties as assigned Minimum Essential Qualifications: Bachelor's degree in information technology, Business Administration, or equivalent relevant experience 7+ years of experience in IT project and program management, including 35 years in portfolio management or a senior PMO role Proven ability to manage multiple projects and programs simultaneously Strong knowledge of portfolio and project management tools (e.g., Microsoft Project, Planview, Jira) Experience with budgeting, forecasting, and financial analysis, including CAPEX and OPEX management Demonstrated ability to track benefits and link delivery outcomes to financial results Strong understanding of Agile and Waterfall methodologies in hybrid delivery environments Excellent communication, leadership, and stakeholder engagement skills Ability to think strategically and influence without formal authority Familiarity with organizational change management practices PMP certification required; PfMP or PgMP preferred Strong time management and prioritization skills Self-starter with a proactive, results-oriented mindset Demonstrated team building and leadership capabilities Willingness to travel to company locations (up to 10%) Regular and reliable attendance Equal Employment Opportunity: Targa Resources provides equal employment opportunities based on merit, experience, and other work-related criteria and without regard to race, color, ethnicity, religion, national origin, sex, age, pregnancy, disability, veteran status, or any other status protected by applicable law.
