Senior Power Supply Analyst Leads and supports contract administration of existing renewable and conventional resource power purchase agreements and related contracts. Performs analysis and reporting of contract data, renewable performance, and related areas. Works with Tri-State Member Systems in policy implementation related to distributed and local renewable resources. Responsibilities Responsible for training Power Supply Analyst(s) on key Power Supply functions. Lead and support analysis of proposals for new resources resulting from competitive bidding processes, assist with summary and presentation of data, and assist with organization of data received. Lead and support contract administration of existing renewable and conventional resource power purchase agreements and related contracts to include ensuring contractual compliance, development of operating procedures, optimizing terms and conditions, and monitoring ongoing contractual milestones and similar requirements. Guide and support analysis of various external and internal reporting requirements. Responsible for renewable PPA tracking, reporting, operating procedures and related Renewable Energy Credit (REC) activity. Guide and support administration and execution of contracts with Member Systems to support implementation of Tri-State Board policies 115 and 117. Lead and support activities related to the development of Tri-State's Electric Resource Plan and similar plans required of regulatory bodies. Lead and support inputs to Tri-State's budget and long-term financial forecast. Lead, support and participate in ad hoc analytical requests. Develop a variety of reports and prepare department reports and presentations. Responsible for developing, revising, updating and maintaining documentation of department processes and procedures for standardization and consistency in alignment with continual improvement and best practices. Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliability, and predictable performance of the essential functions and responsibilities is an essential function of the job. Qualifications Education and Training: Bachelor's degree in Business, Economics, Finance, Engineering, Data Science or related discipline; or equivalent relevant experience. Knowledge, Skills, and Ability: Knowledge of generation technologies, including renewable technologies, wholesale power markets, utility operations, and market design. Knowledge of commercial practices for bulk power transactions, settlements and scheduling. Understanding of board policy, public policy and regulatory requirements as they relate to resource decisions. Familiarity with understanding contract language and contractual provisions related to power transactions. Must have strong analytical, quantitative, and economic evaluation skills. Excellent oral and written communications skills. Ability to establish and maintain effective working relationships. Ability to analyze complex, technical data and prepare concise, accurate reports. Other: Willingness to travel as required. (Must possess a valid driver's license.) Must be able to demonstrate that he/she can perform all of the essential functions of the position. Desired Job Qualifications: Experience in the electric power industry with structured transactions involving the acquisition of power resources preferred. Note: There is one position available, and this position will be filled at one of four job grade levels: Power Supply Analyst I, job grade 6; Power Supply Analyst II, job grade 7; Power Supply Analyst III, job grade 9 or Power Supply Analyst, job grade 10. This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.
