Job Description

Job Title Assist with data collection through various means such as interviews, questionnaires, and observations. Document current stakeholders, system and business processes, business flows, inputs and outputs for the functional business area to address the problems identified. Review and process user request forms for access to the Division's system of record (AiM) and maintain records for auditing purposes. Coordinate with appropriate Division staff to maintain shop structure, assignments and labor rates in AiM. Create or update records in support of program operations. Contribute to internal resource development by reviewing, updating, and adding to System Administration procedures. Contribute to user resource development by reviewing and providing feedback to resources in development. Perform duties in support of agency performance improvement initiatives such as planning and facilitating process improvement. Provides technical assistance to program managers in implementing new or revised administrative processes. Perform other duties as assigned. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and applicants must meet the following minimum qualifications to be considered for this position: This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level based on their experience and education. Required experience: Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, reviewing organizational performance and developing internal controls, collecting data and conducting cost benefit or systems analysis to assist with organizational change, evaluating and developing recommendations to improve program operations/effectiveness, and designing and updating procedure manuals, forms, and policy. Senior Administrative Analyst level requirements: Administrative Analyst Trainee 1 (equated to SG-14): Four years of experience. Administrative Analyst Trainee 2 (equated to SG-16): Five years of experience. Senior Administrative Analyst, SG-18: Six years of experience. Substitutions: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; a doctorate may substitute for six years of experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 16 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.
