Total Rewards Specialist 3 Provides complex human resources information to employees, vendors, and/or other parties in order to ensure timely and accurate benefit transaction processing. With limited supervision, provides consultative and administrative services to manage a comprehensive ASU and Arizona University System ADA, benefits, leaves, retirement, and/or workers' compensation programs and systems. Under direction of central Benefits Design & Management leadership, assists with coordination of team program management activities plus research, analysis, and implementation of plan and policy changes. Essential duties include: Actively participates in the functions performed by both Benefits Program Management units to provide consultation, plan administration, and data management for assigned programs, including ADA case management, health and welfare benefits, leaves, retirement benefits, voluntary benefits, and workers' compensation. Administers qualified domestic relations orders (QDROs), qualified medical child support orders (QMCSOs), and subpoenas. May coordinate work activities of other Total Rewards staff members. Designs, implements, and evaluates ongoing training, educational, and communication programs to increase understanding and awareness of ADA, benefits, leaves, retirement, and workers' compensation programs across all ASU campuses. Conducts new-hire orientations, employee presentations, information releases, pre-retirement seminars, and leaves management training. Provides collaborative training and communication with benefits staff members, HR Service Delivery staff, and field HR liaisons to ensure understanding of benefits, leaves, retirement, and workers' compensation policies and provisions. Ensures legal and functional integrity of benefits, leaves, and retirement programs. Consults IRS regulations, state statutes, legal and policy provisions, government agencies, technical professionals, and competitive employers to resolve complex or technical issues and ensure compliance. Escalates complex issues to Total Rewards leadership to ensure legal and functional integrity of programs. Conducts analysis and assists with preparation and implementation of benefits and retirement plan changes and leave policy recommendations. Participates in Total Rewards surveys and researches, recommends, and implements changes or improvements to benefits, leaves, retirement, and workers' compensation programs in response to legislative, judicial, or market changes. Collects and provides statistical and performance data to leadership and develops systems to support program and leave management. Updates ASU faculty and staff policies, summary plan descriptions, guides, websites, forms, and procedures to ensure compliance with Federal and State regulations. Identifies areas of potential exposure or liability and recommends corrective actions. Audits programs to ensure compliance and recommends changes to processes, policies, plan documents, and communications in accordance with Federal, State, ASU, and Board of Regents regulations. Provides consultative assistance to ASU leadership and liaisons regarding benefits, disability, retirement, and leaves initiatives, including support for audits and reporting. Actively participates in a collaborative Total Rewards Operations team to ensure coordination and consistency across Total Rewards program management units, HR Service Delivery, and HR leadership. Participates in annual Open Enrollment and other benefits or retirement plan implementations for faculty, staff, and administrative personnel. Collaborates with Total Rewards design and management teams, HR units, and ASU departments to ensure accurate program administration, data management, compliance, and standardized communications across all campuses. Desired qualifications include: Bachelor's degree in Business Administration, Human Resources Management, or related field and five (5) years of progressively responsible accountability for the administration, development, and implementation of ADA, benefits, retirement, and/or leave programs or systems; OR; Master's degree and three (3) years progressively responsible position; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. Knowledge of current federal and state laws, statutes, regulations, policies, and directives pertaining to benefits, retirement, and leaves practices and procedures. Knowledge and understanding of the principles, practices, methods and technique of benefits, retirement, and leaves management concepts and theories. Knowledge of the principles, methods, and techniques of continuous process improvement. Knowledge of state of the art and "best practice" operations and programs to increase efficiency and effectiveness through technology solutions. Knowledge of operational requirements and standards of integrated human resource information systems. Skill in computerized human resources management information, customer service management, and third-party vendor systems. Skill in data collection, research, analysis, and development of recommendations and/or alternative solutions. Skill in developing effective written technical and employee communication and/or presentation materials. Ability to utilize effective verbal communication skills, including interpersonal, teambuilding, and presentation skills. Ability to work collaboratively with a variety of stakeholders in and outside the University. Ability to apply knowledge, experience, and critical thinking and problem solving skills to analyze, forecast, and determine solutions to achieve objectives. Regular activities require ability to quickly change priorities, which may include and/or are subject to resolution of conflicts Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse. Required to stand for varying lengths of time and walk moderate distances to perform work. Occasional bending, reaching, lifting, pushing and pulling up to 25 pounds.
