Senior Consultant T. White Parker is seeking a highly skilled, proactive, and experienced Senior Consultant to direct a portfolio of enterprise initiatives that improve mission support effectiveness and efficiency. You will operationalize a disciplined process to identify, prioritize, and select the projects that provide the most organizational benefit; stand up project charters and governance; and maintain integrated schedules, status dashboards, and risk/issue logs. You will guide execution to closure and document lessons learned and replication opportunities to scale successful practices. Key responsibilities include: Establish and manage a transparent project pipeline and portfolio aligned to strategic priorities, benefits, and ROI. Facilitate chartering, scope/objective definition, roles and responsibilities, and decision frameworks; maintain integrated schedules and performance tracking. Conduct cost benefit analyses. Develop and implement performance management to include key performance metrics. Monitor risks/issues and implement corrective actions to maintain scope, schedule, and budget; drive formal close-out and documentation of replication opportunities. Coordinate with strategic planning to align goals and metrics; work with change communications to tailor stakeholder engagement across leadership and workforce audiences. Build and maintain relationships with key stakeholders Provide advisory and decision-making support to executives through data-driven analysis and recommendations Prepare and deliver executive-level presentations Manage unexpected high-priority situations effectively and efficiently Minimum qualifications include: Bachelor's in Engineering, Business, or related field. Current PMP or DHS mid-level PM (or equivalent). 7+ years of experience (or 5+ years with a Master's or higher) leading complex initiatives, portfolio management, process improvement, and executive coaching; quality/compliance review experience. Proficiency with Microsoft Project, Access, Office 365/SharePoint; ability to learn agency-specific program management tools; excellent written/oral English. Experience in federal mission environments; familiarity with performance measurement and cost/benefit analysis. Desired qualifications include: Lean Six Sigma (Black Belt or MBB) Experience supporting Integrated Baseline Reviews (IBRs). Our client is a federal mission-support organization undertaking enterprise change, strategic planning, business transformation, data/tool modernization, and continuous performance improvement across multiple business lines. Work is primarily on-site in the National Capital Region with occasional CONUS travel. Deliverables must be timely, accessible, and compliant with federal security and privacy standards. Work conditions include core hours of 7:30 a.m.5:00 p.m. ET, MondayFriday, with occasional off-hours support as needed. Some CONUS travel may be required. Key Personnel must be responsive during core hours.
