Program Analyst The incumbent serves as the Program Analyst for the Geriatrics and Extended Care Service (GEC) and is responsible for planning, organizing, directing, and controlling of administrative and operational procedures to evaluate the effectiveness of several (GEC) programs. Duties include but are not limited too: Develops and implements procedures to ensure successful data capture critical to service such as budget, patient outcomes, and Veterans Equitable Reimbursement Allocation (VERA) data. Responsible for ensuring accuracy, completeness and integration of monthly patient data from a variety of service specific computer information systems; e.g., Clinic Utilization Data Reports, Veterans Equitable Resource Allocations (VERA) monitoring, reporting, and tracking for HBPC, Home Based Primary Care (HBPC) Vista package, the Home and Community Based Care (HCBC) Report Card, Performance Measures, Access Database and billing information/notes from all Home and Community Services skilled home health agencies and for Homemaker/Home Health Aide (H/HHA) non-medical agencies. Request new clinics, cancellations, modifications, and deactivations. Review all GEC clinic/Encounter/Consult data and take appropriate action to correct. Completes weekly consult cleanup, responds to daily VISN priority alerts, and participates in facility consult management stand downs. Collaborates with facility Clinical Program Manager. Analyzes, identifies, recommends, and implements changes related to significant trends and issues concerning all aspects of GEC & RS workload. Forecasts and estimates program requirements and prepare programmatic reports, justifications, charts, graphs, statistical and narrative data for service presentations and briefings. Conducts program audits, makes recommendations, and implements those recommendations as approved by the ACOS/GEC. Conducts cost comparison, quality control, manpower utilization, and work simplification study and implements recommended improvements. Plans, coordinates, controls, and directs program improvement functions utilizing lean healthcare principles and the VA-TAMMCS performance improvement model. Responsible for training and orientating new employees in the service in all aspects of data processing. He/she provides basic computer training on data processing procedures and practices used in the organization. In the absence of the AO/GEC the incumbent represents and speaks for the service in all matters affecting the service programs that do not require professional medical expertise. Incumbent, along with Program Managers, is responsible for the planning, organizing and requesting of GEC clinics. Incumbent is independently responsible for the development, and implementation of clinic profiles. Serves as the subject matter expert for CPRS template design, development, and implementation which aligns with VACO, VISN, and facility objectives. Incumbent analyzes, monitors, and trends clinic utilization and provides weekly reports to the ACOS/GEC, AO, and ACN for use in decision and workflow support. Serves as the primary trainer for staff, residents, fellows, and students on VISTA, CPRS Health Information, Privacy, and Security policies and procedures for clinic operations. Responsible to conduct unannounced security audits, make recommendation, and implement performance improvement. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristics are basic to - and essential for - satisfactory performance of the job). The Selective Placement Factor for this position is Candidates must demonstrate proficiency in extracting, analyzing, and reporting healthcare operations data using VA platforms such as CDW, Pyramid Analytics, or Power BI to produce routine dashboards and ad hoc analyses. In addition to the Selective Placement Factor you must meet one of the following: Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade(GS-07) level in the normal line of progression for the occupation in the organization: Examples of specialized experience would typically include, but are not limited to: performing data collection for the purpose developing reports applying administrative functions such as use of complex software formats, i.e. graphics or tables within text, to edit and reformat electronic drafts, and to update or revise existing databases or spreadsheets; working with a variety of computer systems for database creation and manipulation and proven project management; analyzing and solving administrative problems; adapting analytical techniques and evaluation criteria to determine program effectiveness. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. or LL.B. or J.D., if related Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year (18 semester hours) of graduate level education may be combined with specialized experience to qualify for this position at grades GS-9. Such education must demonstrate the knowledge, skills, and abilities necessary for the position. Completed course work must be related and clearly provides applicants with the background of knowledge and skills necessary for successful job performance. Preferred Experience: Experience supporting service programs, including workload tracking, performance monitoring, and operational reporting. Hands-on use of VHA data and reporting tools such as Corporate Data Warehouse (CDW), Pyramid Analytics, Power BI, SAIL, and Stop Code workload analytics to produce dashboards, trend analyses, and decision support for service leadership
