Salary: $22.96 - $33.56 Hourly Location : Bartow, FL Job Type: Full-Time Job Number: 202500130 Department: Code Compliance and Neighborhood Services Opening Date: 02/06/2026 Closing Date: 3/9/2026 8:00 AM Eastern Job Summary Performs entry-level code compliance duties focused on property maintenance, zoning compliance, and nuisance abatement. Investigates complaints, documents violations, and works with citizens to achieve compliance with municipal codes. Performs entry-level code compliance duties with a specialized focus on solid waste regulations, illegal dumping, sanitation compliance, and environmental nuisance enforcement. Investigates complaints, conducts field inspections, documents violations, and works collaboratively with residents, businesses, haulers, and internal departments to achieve voluntary compliance with City solid waste ordinances and related state regulations. Essential Duties and Responsibilities • Conduct routine exterior and interior property inspections including: - Illegal dumping - Improper curbside placement - Overflowing or uncovered containers - Unauthorized containers or bulk items - Commercial dumpster violations - Missed collection follow-ups and contamination issues • Investigate illegal dumping incidents using physical evidence, surveillance footage, and field intelligence. • Photograph, document, and preserve evidence in accordance with enforcement and evidentiary standards. • Coordinate with Solid Waste, Public Works, Police Department, and contracted haulers as needed. • Track repeat offenders and chronic nuisance locations. • Assist with nuisance abatement coordination, including lienable cleanup actions when authorized. • Educate residents and businesses on proper waste disposal practices and City requirements. • Provide field support during Citywide cleanup initiatives and special enforcement operations. • Respond to citizen complaints, photograph and document violations. • Issue warning notices, notices of violation, and related legal documents. • Conduct follow-up inspections. • Maintain records of high grass lots and issue demands for removal. • Research property ownership using online databases. • Input case details into both hard copy and digital case management systems. • Assist senior investigators with complex cases. • Attend training with Polk Association of Code Enforcement. • Prepare cases and testify at monthly Code Enforcement Special Magistrate hearings. • Assist the administrative assistant as needed. Supervisory Responsibilities:None Knowledge, Skills, and Abilities • Knowledge of City solid waste ordinances, nuisance abatement procedures, and environmental regulations. • Ability to identify solid waste violations and document findings accurately. • Skill in collecting, handling, and documenting evidence suitable for administrative hearings. • Ability to work independently in the field and collaboratively within a team environment. • Ability to prepare clear, defensible enforcement actions and provide credible testimony. • Knowledge of local codes, ordinances, zoning regulations, and related enforcement procedures. • Familiarity with Florida Statutes and Constitutional rights related to Code Enforcement, or willingness to learn. • Ability to inspect properties, identify violations, and document findings accurately. • Skilled in using mobile devices to capture photographic evidence, including measurements when needed. • Strong organizational skills for managing multiple cases and maintaining detailed records. • Effective written and verbal communication, with the ability to remain calm and professional in tense situations. • Capable of preparing official notices and presenting clear, credible testimony in hearings. • Proficient in Microsoft Office and basic computer applications. • Committed to fairness, impartiality, and continuous professional development. • Able to work outdoors in all weather and perform physical inspections, including entering unsafe structures. • Team-oriented with a positive, respectful approach to public service. Education and Experience:High school diploma or GED required; 3 years of responsible experience in building inspection, housing inspection, environment inspection, planning or zoning, building construction or contracting, civil engineering, or law enforcement preferred; or an equivalent combination of relevant education and experience which provides the necessary knowledge, skills, and abilities and other competencies necessary for the position. Licenses, Certifications, Special Requirements:• Valid Florida driver's license. • Must obtain Level 1 FACE Certification (Fundamentals of Code Enforcement) within one year. • Must maintain a valid telephone number • Required to pass an extensive background investigation which includes, but is not limit to, a Critical Voice Stress Analysis (polygraph exam), drug screening examination, physical exam, psychological testing, credit checks, and be of good moral character, etc. Physical and Mental Demands:The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions.
