Employment Status: Full Time Pay Range: Dept.: OperationsShea Homes Houston Position: Environmental Compliance & Safety Manager Job Description Reporting Relationship: Houston, Vice President of Operations Department: Operations Location: HoustonENVIRONMENTAL RESPONSIBILITIES AS NEEDED: • Assumes Division Compliance Officer (DCO) role, and responsibilities, as defined in Shea's Environmental Compliance Manual (ECM) for the entire division. • Performs / Reports Quarterly Site Inspection Reports (D-SIR), under the direction of the Director, Environmental Compliance. • Conduct an initial environmental assessment for all new projects. • Assist in initial design of site specific SWPPP's for both vertical construction and land development (narrative and exhibits) to ensure compliance with all environmental permits and Shea's ECM. • Coordinating outside vendors of environmental compliance materials and services. • Monthly site visits to check SWPPP maps, signs, and BMPs. • Verifying and expediting Texas Commission on Environmental Quantity (TCEQ) Notices of Violation, Notices of Enforcement, and Agreed Orders. • Monitor projects for changes that will affect existing permits and/or environmental compliance. • Standardizes SWPPP Best Management Practices to the extent practical. • Monitor environmental regulations that impact the Division's projects and adjust existing program when new regulations occur. • Assist teams in identifying training needs (employees and trades) and be their first stop for training resources. • Represent the Houston Division on interdivisional SWPPP team(s) / initiatives. • Provide for visible involvement in the SWPPP program through participation in committees and SWPPP related activities. • Provide the leadership, technical knowledge, managerial and administrative skills required for the direction leadership and training of all SHHN personnel with respect to SWPPPs. • Work with the Land Development Manager on SWPPP management and report all areas of improvement with BMPs and site cleanliness to the Land Development Manager, Operations Leadership and Field Teams. • Contribute toward continuous SWPPP improvement. • Manage submittals and payments through the TCEQ STEERS SWPPP system. SAFETY RESPONSIBILITIES AS NEEDED: • Coordinating all activities related to hazard control, insurance companies and OSHA, state, and local regulatory compliance for both vertical construction and land development. • Assure compliance with required OSHA record keeping requirements and monitoring OSHA record keeping of injuries. • Maintain documentation of the Shea Homes Division Safety Manual. • Coordinating outside vendors of safety equipment and services. • Creating, maintaining and implementing a comprehensive, annual safety training plan. • Posting all required OSHA, workers' compensation, and insurance information. • Verifying and expediting OSHA citation abatements. • Making sure employee safety remains in the forefront of all capital purchases and/or business decisions. • Conduct hazard assessment to determine the potential for injury and illness to employees. • Assist the field management staff with responsible disciplinary action resulting from flagrant safety practice violations or endangering co-workers or company property. • Provide the leadership, technical knowledge, managerial and administrative skills required for the direct leadership and training of all Shea Homes personnel. • Audit files for compliance with jobsite Safety Audits. • Maintain systems of measurement to accurately determine performance of field management and Trades regarding safety performance. • Act as final authority on any disputed safety requirements, OSHA requirements (Mediation between safety and construction). • Encourage safe work practices of all trades, Shea Homes job site employees, and visitors. • Analyze all injury reports for all trades to identify areas needing improvement. • Liaison with J. F. Shea Corporate Safety Director and Risk Management Dept on loss control performance. • Energize or reinforce Trades' safety program as appropriate, based on daily observations. • Review weekly safety observations from Field Managers, Warranty Representatives and Land Development Managers. Schedule follow-up meetings or phone calls as needed. • Represent the Houston Division on corporate interdivisional safety council. • Monthly report on safety performance to VP, Operations and Division President • All other associated duties as outlined by Vice President, Operations. KNOWLEDGE / SKILLS / EXPERIENCE: • Thorough knowledge of OSHA Construction and General Industry Standards • Thorough knowledge of TCEQ and Federal regulations for storm water discharge. • Experience in residential construction and land development, particularly as it relates to safety and Storm Water Pollution Prevention Program (SWPPP) management. • Knowledge of residential construction and land development safety regulations, safe workplace behaviors and related matters to safety and health. • Excellent organizational and time management skills • Demonstrate initiative by successfully implementing effective ideas and techniques. • Good communication skills. • Ability to interface with a variety of trades. • Flexible and energetic in managing multiple tasks. • Operate well in a team environment. • Experience conducting or facilitating training. • Computer literate in Excel, Word, Outlook and PowerPoint. • Bachelor's Degree preferred PHYSICAL REQUIREMENTS The Shea Homes Environmental Compliance & Safety Manager must be able to lift objects up to 40 pounds in weight. Other physical demands will include crouching, stooping, bending, jumping, and sitting. The ability to walk various terrains due to terrain-conditioning changes is necessary. The Manager will be required to travel to jobsites in Houston and the surrounding area on a frequent basis. ENVIRONMENTAL CONDITIONS The job requirements may be both indoors and outdoors or in a variety of weather conditions that are at times extreme. The environmental conditions vary dramatically, depending on weather, stage of production, and the area where inspections take place. Some of the following conditions apply at various times, hot, cold, wet, dry, muddy, humid, windy, calm, bright, dark, noisy, dusty, poor lighting, poor ventilation, temperature variations, fog and rain. Wood dust, drywall dust, dirt dust and other air born particles, even some carcinogens, are common.
