Staff Project Controls SpecialistAlternate / Related Job Titles Project Controls Specialist Senior Project Controls Analyst Project Scheduling & Cost Controls Specialist Project Planning & Controls Engineer Location & Onsite Flexibility Glen Allen, VA - OnsiteContract Details Position Type: Contract Contract Duration: 51 Weeks Start: As Soon As Possible Job Summary The Staff Project Controls Specialist leads project controls processes in partnership with internal project management teams to ensure project deliverables are executed within budget and schedule. This role supports engineering, procurement, and construction planning through detailed scheduling, cost control, forecasting, and reporting. Key Duties and ResponsibilitiesProject Controls & Planning Lead project controls activities to support execution within approved budget and schedule. Ensure proper project setup within Enterprise Planning & Controls software. Create and maintain Work Breakdown Structures (WBS). Develop and maintain schedules, cost reports, forecasts, and cash flow reports for multiple projects. Follow approved project execution plans and controls standards. Scheduling & Cost Management Develop schedules at various levels and apply logic ties appropriately. Monitor resource loading, critical path, and schedule performance. Perform what-if schedule scenarios and progress evaluations. Develop and maintain earned value management systems, progress curves, and progress measurement validation. Review and analyze scheduling reports and backup documentation for accuracy. Reporting, Audits & Financial Controls Analyze data, review logs, and generate reports using enterprise tools. Approve purchase orders and subcontracts for proper coding. Input and document changes to cost reports and forecasts. Interface with Project Management and Accounting teams to review project and contingency costs. Support external audits and perform field audits to validate reporting accuracy. Review upstream and downstream change orders. Develop and present cash flow reports. Collaboration & Oversight Serve as a technical point of contact for project controls questions. Support Interactive Project Planning Meetings (IPPM). Consult with project teams on schedule progress and corrective actions. Perform quality checks and inspections on project controls deliverables. Assist with project forensic analysis as needed. Perform other duties as assigned and comply with all policies and standards. Skills & QualificationsRequired Skills Project controls, scheduling, and cost management experience Critical Path Method (CPM) scheduling techniques Project cost management, forecasting, and earned value analysis Strong analytical, documentation, and reporting skills Excellent written and verbal communication skills Preferred Skills Experience with Oracle Primavera P6 Experience supporting engineering, procurement, and construction projects Additional Skills Strong interpersonal and stakeholder engagement skills Attention to detail and data accuracy Ability to manage multiple projects simultaneously Education & Certifications Bachelor's degree in Engineering, Construction Management, or related field and 3 years of direct project controls experience (required), or Applicable experience may be substituted for degree requirement OSHA 10-hour safety certification (required or ability to obtain) Benefit: Medical, Vision, and Dental Insurance Plans 401k Retirement Fund About the Company Infrastructure engineering firm dedicated to designing and building essential infrastructure for cities.
