This is a front facing position, which requires exceptional customer service skills and a genuine desire to make a positive impact in the community.Presents a positive, enthusiastic, and professional image when representing Joint Animal Services, both internally and externally. Once all the position(s) from the recruitment announcement are filled, the recruitment may only be used to fill additional open positions for the next six (6) months.ESSENTIAL DUTIES AND RESPONSIBILITIESThese duties include but are not limited to the following: Receives and responds to citizen requests for animal control service(s), including but not limited to; aiding residents in the compliance of animal control regulations; capturing and confining of stray animals, attempting to locate the owners prior to impoundment; rescuing injured and diseased animals; impounding dangerous animals and those posing a public safety concern when necessary. Responsible for engaging and educating the public on local ordinances and laws. Provides enforcement of laws through citations and legal action when an animal owner fails to comply. Responds to reports of bites from animals to humans and reports of animal cruelty, collecting case information and completing an investigation. Issues public health orders for rabies quarantine requirement when necessary. Pursues criminal charges when applicable. May testify in court against owners who disregard or violate ordinances. Responds to calls regarding deceased animals within city limits and may pick up and properly dispose of deceased animals. Responds to emergency calls to assist law enforcement with animal related issues, to assist with injured animals and/or intervene with actively aggressive animals menacing the public. May also respond to emergency calls from volunteer foster parents. Completes intake exam for all animals impounded by the FSO and Field team. Assists the Animal Care team in preparing animals for adoption by administering booster vaccines, medications and microchips. Administers pet first aid, ensures comfort and security at the shelter, feeding, and watering of animals as necessary. Participates in the Pet Shop-monitoring program as assigned. Provides technical expertise on current local ordinances, RCWs regarding animals, and agency policy to staff, volunteers, and the public. Transports shelter animals to veterinary offices for exams and surgeries as needed. Completes errands such as mail drop off, animal care supply pick-up, and transporting animals to rescues. Maintains records of various impounds, road activities, investigations, etc. Keeps an accurate record of daily activity, to include all stops and public contacts, via the truck log. Utilizes the Shelter programs and computer system to search owner records for licenses, enter animal data, and enter update, and search complaint records. Euthanizes or assists in euthanizing animals according to established procedures, including documentation required by Drug Enforcement Agency and all record entries. Sells licenses in the field; is knowledgeable of agency financial processes and receipting requirements; provides appropriate information to persons requesting service subject to fees; and receives and receipts money. Provides community outreach and engagement to provide information on proper pet care and control. Educates the public on the importance of spay/neuter, animal welfare, State and local laws regarding animals. Assists the Animal Welfare & Field Services Manager and Operations Manager in implementing various shelter programs. Assists in shelter when necessary; greets public and answers phone appropriately when at the front desk; takes and retrieves messages; provides pertinent information; and assists in whatever process is needed (return of an animal, receiving an animal, adoption, or assisting a pet owner with the lost and found process). Adheres to all Animal Services and City policies and procedures. Promptly reports all accidents and any citizen issues having to do with discharge of the job to the appropriate person(s). Other Duties as assigned Performs other related duties as assigned. QUALIFICATIONSREQUIRED QUALIFICATIONS:H.S. Diploma or G.E.D. AND three (3) years of practical work experience in the care and handling of animals in an animal shelter, the veterinary field or similar work environment.ORAn Associate’s Degree in Veterinarian Technology or Biology, Certification as a Veterinary Technician or closely related field AND one (1) year of practical experience in the care and handling of animals in an animal shelter, the veterinary field or similar work environment.May have a combination of experience, education, and training that would substitute for the above requirements.Experience in law enforcement field may substitute for one (1) year of the required experience.Applicants may be considered if minimum qualifications are met by scheduled hiring date.SPECIAL REQUIREMENTS OR LICENSE(S): Must complete a Personal History Statement, must pass a thorough background investigation and successfully complete pre-employment medical testing for the ability to perform the essential functions of the position. Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position, with or without a reasonable accommodation. Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques. Must possess a valid Washington State driver’s license at time of hire OR must obtain within thirty (30) days from date of hire, and must have a driving record acceptable to the City and the City’s insurance carrier. Must be able to gain an access badge onto JBLM base by showing a valid enhanced Washington State Driver’s license, Military ID or a valid passport OR have the ability to obtain within sixty (60) days of hire. Verification of identity and United States work authorization must be completed as required by the Immigration Reform and Control Act. Must be certified in euthanasia procedures or have the ability to obtain certification within one (1) year from date of hire. Must attend the Animal Control Officer Academy with the Washington State Criminal Justice Training Commission within one (1) year from the date of hire. Must possess and/or be able to obtain an industrial first aid card within six (6) months from date of hire. Must have the ability to work flexible hours, including evenings, weekends, holidays and/or be on-call after hours. KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of: Local and State ordinance as applied to animal issues; law enforcement protocols; court processes; animal cruelty investigations; and documentation techniques. Laws and ordinances related to animal control, collection, care and disposal. Breeds and temperaments of animals. Working knowledge of the geography of Thurston County and demographics. Safety practices concerning the proper care and handling of animals. Agency financial processes and receipting requirements. Skill in: Using independent judgment and initiative in application of the law. Using tact and courtesy in explaining proper animal care and animal control regulations to animal owners and the general public. Using the equipment and physical means necessary for the purpose of capturing and caring for animals. Ability to: Explain and enforce Federal, State, and local regulations pertaining to animal control operations. Establish and maintain effective working relationships with co-workers, volunteers, and the public. Be of service and be open to resolving the situation at hand. Remain pleasant and calm in stressful situations. Maintain accurate records regarding daily activities, calls, investigations and public records. Learn specialize computer applications and shelter management software pertaining to shelter data. Work with animals of unknown disposition and animals who may exhibit medical and/or other problems, including aggressive tendencies. Learn animal behavior, body language, health, and care as applied to exotic species such as reptiles, birds, and small mammals, as well as, dogs and cats and wild and domesticated animals. Communicate effectively in oral and written forms. Exercise good judgment and initiative. Work with minimal supervision and direction. Use discretion with confidential information. Coordinate and prioritize a number of activities under stressful and busy conditions. Treat all animals humanely, properly, and with compassion at all times. Learn the geography of Thurston County and demographics. Properly and safely use the equipment and physical means necessary for the purpose of capturing and caring for animals. Dress professionally and maintain the uniform items supplied by Animal Services. Work evenings, weekends, holidays, and/or be on-call after hours.
