Job Description

Transportation Specialist As a Transportation Specialist at the GS-2101-13 some of your typical work assignments may include: To serve as a command focal point and technical expert on a wide range of transportation/traffic management, customs, border clearance and logistics issues related to airlift, sealift, and surface transportation. Interacts with representatives of the Office of the Under Secretary of Defense Acquisition and Sustainment (OUSD/A-S) for Logistics, Department of State (DoS), Directorate of Defense Trade Controls (DDTC), Defense Technology Security Administration (DTSA), the Joint Staff, the Services, Unified Commands, Transportation Components Commands (TCCs) and other federal agencies such as United States Customs and Border Protection (CBP) and the United States Department of Agriculture (USDA). Provides technical expertise on the conduct and operation of the DoD Customs and Border Clearance Program (CBCP). Identifies areas for improvement or seeks/recommends new and innovative DoD customs and border clearance related approaches, programs and services. Maintains effective related communications, both orally and in writing, with all levels of personnel including senior management officials at USTRANSCOM and the TCCs. Develops and presents briefings on transportation systems, policies, and procedures to representatives of USTRANSCOM staff components, Joint Staff, Office of the Secretary of Defense (OSD), Unified Commands, the Services and other agencies. Conditions of employment: Must be a U.S. citizen Males born after 12-31-59 must be registered for Selective Service Resume and supporting documents (See How To Apply) Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Work Schedule: Full Time Overtime: Occasionally Tour of Duty: Flexible Recruitment Incentives: May be Authorized Fair Labor Standards Act (FLSA): Exempt Financial Disclosure: Not Required Telework Eligibility: This position is telework eligible at Agency and Supervisor discretion The employee must be able to obtain and maintain a Non-Critical Sensitive (SECRET) security clearance Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606 Qualifications: You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Using the Defense Transportation Systems (DTS), its capabilities, and incorporating transportation requirements, transportation management and logistics operations, and DoD customs and border clearance policy. Researching and analyzing transportation policy, doctrine, public laws, rules and their regulatory documents, and developing or recommending new DoD policy and procedures. Developing and presenting briefings on transportation systems, policies, and procedures to various federal, commercial or international audiences (e.g. staff components, Office of the Secretary of Defense (OSD) activities, Unified Commands, the Services and other agencies). Researching and analyzing complex DoD shipment import and or export clearance issues in the U.S. and or overseas relating to customs and or agriculture related discrepancies In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the GS-2101 series as listed below: Degree: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Education Substitution of education may not be used in lieu of specialized experience for this grade level. All materials must be submitted by the closing date of the announcement. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable. When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
