Job Responsibilities Performs duties as RCE (Resident Construction Engineer) on roadway and bridge construction projects. Serves as the Agency's lead project administrator during construction. Assigns and supervises personnel to projects in order to ensure compliance by the contractor to plans, specifications and special provisions. Evaluates contract documents to determine if there are conflicts and provides recommendation for addressing conflicts. Ensures proper coordination on roadway and bridge construction projects. Contacts utility company representatives concerning conflicts with road and bridge construction; meets with property owners on construction projects to answer questions on work to be performed within the limits of their property; serves as a contact person and coordinator between contractor and municipal officials; conducts pre-construction or partnering sessions; coordinates as needed with FHWA (Federal Highway Administration) officials and serves as a resource to pre-construction and others during the planning phases of a project. Communicates with Director of Construction office regarding construction or reporting issues. Supervises and manages Construction office and staff. Evaluates needs based on current and future projected work assignments; provides training and mentoring to current employees in order to assist with employee development and career path advancement. Maintains neat and accurate personnel records including hirings, promotions, disciplinary actions, planning stages, evaluations, insurance, employee leave and payroll. Prepares, reviews and submits monthly mileage reports as well as maintains equipment. Ensures that the construction office is in compliance with departmental rules, regulations and initiatives. Ensures that project files are complete, laboratory samples are submitted properly, appropriate and effective erosion control and traffic control measures are in place, project budgets are not exceeded, and projects are closed out in a timely manner. Confers with contractors on proposed construction scheduling, checks progress of work against contractor's schedule, assists with addressing issues with contractor's schedule or progression of work. Performs other duties as required by the DCE (District Construction Engineer) in order to fulfill the mission of the agency. Performs other related duties as assigned. Minimum and Additional Requirements A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence. The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
