Department: Operations - Larvicide Reports To: Larvicide Supervisor Employment Type: Full-Time Part-Time Temporary Seasonal FLSA Status: Exempt Non-Exempt Pay Grade: 101 Primary Work Location: Odessa, FL Travel Required: Yes No (If yes, describe) Local travel throughout Pasco County; occasional training-related travel Position Summary The Mosquito Technician I performs entry-level field operations involving mosquito surveillance, larval inspections, and pesticide application under supervision. This position operates mosquito control spraying equipment, collects biological data, and assists with implementing approved control strategies. The Technician I develops foundational knowledge of mosquito biology, habitats, and control methods while working independently on routine assignments with supervisory guidance available as needed. Essential Functions & Responsibilities The following duties are representative of the essential functions of this position. Employees may be assigned additional duties as operational needs require. Core ResponsibilitiesInspect assigned areas for larval mosquito production and apply approved control measures. Collect biological samples and record habitat and treatment data using computerized data loggers. Operate light-duty trucks and handheld or vehicle-mounted spray equipment. Safely apply pesticides in accordance with label instructions and District policy. Perform source reduction activities as assigned. Work independently in marshes, swamps, and remote vegetated areas. Maintain assigned equipment and ensure safe operation at all times. Operational / Technical DutiesIdentify mosquito habitats and common larval species under supervision. Assist with adult and larval mosquito surveillance activities. Operate off-road equipment and ground adulticiding equipment during peak mosquito periods. Marginal Functions The following duties are performed on an occasional basis and are not considered essential functions of the position. Perform related duties or special projects as assigned to support District operations. Required Qualifications Minimum qualifications necessary to perform the job: Graduation from high school or possession of a General Educational Development (GED) certificate. Ability to communicate effectively and to understand and follow oral and written instructions. Familiarity with basic computer use, mobile data collection devices, or GPS applications. Demonstrated ability to work dependably, manage assigned tasks responsibly, and meet established performance and safety standards. Ability and willingness to work outside normal business hours, including evenings, weekends, holidays, or emergency response situations, as operational needs require. Ability and willingness to work outdoors in extreme heat and occasional adverse weather conditions. Ability and willingness to work with insecticides and related materials in accordance with applicable safety regulations and training. Possession of a valid Florida Driver's License and the ability to maintain an acceptable driving record. Possession of a current Public Health Pest Control License issued by the Florida Department of Agriculture and Consumer Services (FDACS), or be able to acquire the license within 1 year of employment. Authorization to work legally in the United States. Preferred QualificationsCoursework or training in biology, environmental science, agriculture, public health, or a related field. Prior experience in outdoor fieldwork, labor-intensive work, or environmental monitoring. Experience working in wetland, marsh, or other environmentally sensitive habitats. Interest in developing a career in mosquito control, public health, or environmental operations. The District may provide training and support for required licensure and certifications. Knowledge, Skills & Abilities The knowledge, skills, and abilities listed below represent the core competencies required to successfully perform the duties of this position. Knowledge of:Basic mosquito biology and life cycles. Common mosquito breeding habitats found within Pasco County. Safety rules, regulations, and standard precautions related to pesticide use and field operations. Label requirements and District policies governing pesticide application. Skills in:Making simple biological decisions in the field under established guidelines and supervision. Collecting, handling, and transporting biological samples for laboratory analysis. Operating mosquito control spraying equipment while maintaining proper application dosages. Using backpack and handheld application equipment and pulling spray hoses through rough terrain. Recording inspection and treatment data using paper or electronic systems. Ability to:Follow oral and written instructions and perform assigned tasks with minimal supervision. Work safely and effectively in marshes, swamps, and remote vegetated areas, including locations known to harbor large reptiles. Work outdoors for extended periods under varying and occasionally adverse weather conditions. Interact professionally with the public and maintain effective working relationships with coworkers. Identify common mosquito larvae and associated habitats within the first year of field assignment. Navigate assigned surveillance and treatment locations using maps and field knowledge, with developing independence from GPS tools. The position regularly involves exposure to a wide range of weather conditions, including high temperatures and humidity, sun, rain, wind, mud, and insects. Work may involve operating or working near tanker trucks and various motors, equipment, and engines. The position requires working with chemicals, which are stored, handled, applied, and disposed of in strict accordance with labeling and safety requirements. Frequent exposure to fuel, fumes, paint, dirt, and moving mechanical parts is expected. Technology & Data ResponsibilitiesUtilizes computers, mobile devices, and/or specialized software to perform job duties. Responsible for accurate data entry and adherence to data security and privacy protocols. May use AI-assisted or automated tools in accordance with organizational policy. Compensation & Benefits Compensation for this position is established in accordance with the District's adopted pay structure and personnel policies. Employees in this position are eligible for overtime compensation for hours worked in excess of forty (40) hours in a workweek, as applicable under the Fair Labor Standards Act (FLSA). Base pay adjustments may occur through Cost-of-Living Adjustments (COLA), which are intended to maintain wage competitiveness relative to economic conditions, and through merit-based increases, which are awarded based on individual performance, skill development, and organizational needs. All compensation adjustments are subject to District policy, budget approval, and performance standards.
