Position Type: Administration/Business Manager Date Posted: 2/5/2026 Location: Iowa City Date Available: 05/01/2026 Closing Date: 03/01/2026 QUALIFICATIONS: Business, finance or educational administrative college degree required Business leadership experience required Certified Public Accountant (CPA) preferred Experience in school business operations preferred Iowa School Business Officials' certification preferred (candidates without this certification are expected to obtain this certification through the Iowa Board of Educational Examiners) REPORTS TO: Superintendent of Schools SUPERVISES: Director of Financial Services (Controller) and Business Office Staff JOB GOAL(S): The Chief Financial Officer will provide leadership and direction in the planning, implementation, and evaluation of administrative and financial services and operations for the school district. The primary responsibilities of the Chief Financial Officer are to direct and coordinate the activities related to the budget, finances, and systems improvement. They will determine and implement quality tools and processes across the district but specifically related to business and operations areas. POSITION RESPONSIBILITIES: 1. Coordinate the financial planning required to support the district's educational program 2. Serve as a financial consultant to the Board of Directors and the Superintendent of Schools 3. Communicate, as needed, an understanding of current school laws of Iowa and pending or proposed legislation, particularly as it affects school finance 4. Keep the board and superintendent apprised of all aspects of district budgeting and finance and regularly report to the Board on the financial condition of the school district 5. In association with constituents, develop the annual certified and detailed district budget 6. Ability to read, analyze, interpret, and implement ideas contained in technical documents, district data and reports, professional journals and policies/regulations 7. Ability to effectively write reports and present information orally to administrators, students, colleagues, parents, community members and staff 8. Develop and monitor budget systems that provide clear lines of authority and feedback for constituents and users; maintain responsibility for all budgeting processes in the district 9. Compile cost analyses and projections regarding personnel budget, fixed charges, etc. 10. Ensure that all expenditures are properly approved and processed 11. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form 12. Maintain appropriate records and protect the confidentiality of data 13. Assist in acquisition of property as needed to carry out educational facility long-range planning 14. Follow all legal and standard budgeting timelines, procedures and processes 15. Coordinate District banking relationships including management and investment of idle funds and cash flow to ensure maximum interest revenue 16. Assist in the administration of the district's medical, life, dental, and liability insurance programs and assist payroll department with financial aspects of other employee insurance plans and programs. Includes 403b/457 plan administration. 17. Coordinate risk management policies including all property/casualty/liability coverage and workers compensation coverages, preparing annual statement of values for insurance purposes, arrange for adequate insurance coverages and make recommendations to the superintendent and Board of Directors regarding insurance policies and practices 18. Assist in the development and implementation of districts policies and administrative regulations, especially as they relate to business services functions 19. Effectively communicate information (statistical and otherwise) for bond issues, special levy propositions, annual and periodic reports, and public relations efforts 20. Coordinate with bond financial representatives and legal counsel for issuance of debt and subsequent principal and interest payments and debt compliance requirements 21. Keep an accurate account of all bills payable and present them to the Board monthly for audit and approval for payment 22. Provide in-service training for administrators on latest developments in the field of school finance, management developments and concepts, and quality tools and processes 23. Oversees the completion of the District's external audit workpapers and report 24. Serve as purchasing card administrator 25. Serve as District's Debt Compliance Official 26. Ensure compliance and certification for all state and federal financial reporting requirements, including completion of the Certified Annual Report (CAR), Special Education Supplement (SES), Annual Comprehensive Financial Report (ACFR) and CASA to the Dept of Education 27. Coordinate district billings for open enrollment and special education tuition 28. Coordinate with the Human Resources Department for the District's early retirement program including presentation to all district staff 29. Takes responsibility for his/her own performance. 30. Possesses the knowledge and skills to build effective educational systems that benefit all children. 31. Functions as an effective member of the executive leadership team 32. Serve as Treasurer for the school corporation as appointed by the Board of Directors 33. Member of all negotiation teams of district 34. Other duties as assigned by superintendent TERMS OF EMPLOYMENT: Twelve Month, 260 day contract. Salary (ESC III) and calendar year to be established by the Board of Education. EVALUATION: Performance of this job will be evaluated in accordance with provisions of the District's policy on Evaluation, State Statute, and any applicable Collective Bargaining Agreement.
