Under general direction of the Human Resources Supervisor, the Personnel Specialist is responsible for executing a variety of Human Resources (HR) related administrative tasks, including onboarding, personnel records, recruitment, benefits, and ensuring compliance with employment regulations. Accurately completes HR and Payroll transactions and provides frontline assistance to employees and management. As part of the State's efforts to address ongoing budget shortfalls, from July 1, 2025 through June 30, 2027, the Personal Leave Program 2025 [PLP] will be in effect. This consists of a 3% pay reduction in base monthly salary in exchange for an accrual of 5 hours of PLP leave per month. The governing authority is a nine-member Board of Directors. OCFEC is located in Costa Mesa, California on 130 acres that include educational assets like Centennial Farm and Heroes Hall. With an annual budget of $50 + million, the organization produces a STEAM education event, Imaginology and the highly-anticipated OC Fair each year. The OC Fair is one of the top ten Fairs in the nation and top three in California. In addition to the annual OC Fair, promoters host over 150 year-round events on our beautiful grounds. The organization employs approximately 120 full-time civil service employees and 300 part-time, temporary employees on a year-round basis. The organization also employs approximately 1,400 part-time staff members at fair time. Payroll processes, wage-and-hour requirements, and personnel transaction procedures. Employee benefits, leave administration, and compensation practices. Employee relations principles, including discipline, investigations, and conflict resolution. Workers' Compensation processes, risk management practices, and Industrial Disability Leave. ABILITY TO: Think logically, multitask, and apply laws, rules, regulations, and bargaining contract provisions concerning personnel transactions. Identify process inefficiencies and contributing to improvements in HR workflows and procedures. Give and follow detailed instructions and gather necessary information to complete personnel and payroll tasks. Review and verify employment documents such as I - 9s, W-4s, work permits, and employment authorizations for compliance. Maintain confidential personnel files and handle sensitive information appropriately. Create and format documents, spreadsheets, and tracking tools using Microsoft Word, Excel, Google Sheets, and other office software to support personnel, payroll, and employee relations functions. Produce well-written, accurate, and professional correspondence that delivers information clearly and appropriately. Advise employees of their rights by explaining applicable laws and departmental policies in a clear and accurate manner. Organize and prioritize work to meet deadlines and maintain accuracy in a fast paced and high - volume personnel environment.
