Summary This position is located in the U.S. Department of Labor (DOL), Office of Inspector General, Office of Investigations - Labor Racketeering and Fraud. Duties Help - Directs a nationwide investigations program that may result in criminal, civil, or administrative sanctions against individuals or entities. Ensures that all criminal investigators appropriately exercise the OIG's statutory law enforcement authority to carry weapons and execute search and arrest warrants - Identifies and proposes solutions for enforcement problems that may arise or have arisen in the course of investigations, in consultation with other senior staff. - Presents complex, sensitive recommendations and findings related to investigative matters to Agency Heads, Members of Congress, Congressional Committee staff, and other stakeholders that impact organizational operations. - Provides executive oversight for all administrative and policy requirements that are exclusive to the criminal investigations workforce, including law enforcement training, special compensation, medical standards, firearms qualifications, and use of special equipment. - Provides executive oversight for all administrative and policy requirements that are exclusive to the criminal investigations workforce. Must complete one year SES probationary period if not previously covered. Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service). Applicants must meet all legal and regulatory requirements. There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated senior leadership experience supervising special agents on complex criminal cases in the investigation unit of an organization. This includes extensive experience establishing and communicating investigative priorities, plans, and goals. TQ 2: Demonstrated knowledge and experience supervising the application of criminal and civil laws, legal procedures, and investigative principles, techniques, and methods. Knowledge is required in order to provide executive leadership for the conduct of complex and highly sensitive investigations. This includes demonstrated knowledge of procedures and legal requirements related to making arrests; issuing search warrants; and conducting electronic surveillance, consensual monitoring, undercover operations, and computer forensics. TQ 3: Demonstrated experience in establishing and maintaining effective relationships with high-level officials in various Federal law enforcement agencies such as DOJ, FBI, DHS, other OIGs, as well as State and local enforcement agencies. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs:ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a Career member of the SES, or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Must be able to obtain and maintain a Top Secret Clearance/SCI.Requires medical exam and must maintain physical requirements.Firearms: This position requires the incumbent to carry a firearm while performing duties and maintain firearm proficiency and successfully pass periodic firearm qualifications. Maximum Age Requirements: An applicant must enter a Civil Service Retirement System (CSRS) law enforcement covered position or a Federal Employees Retirement System (FERS) law enforcement covered position not one day later than his/her 37th birthday. Education Education cannot be substituted for specialized experience at this level.
