Purpose of Position: Serves as US Army Security Assistance Command (USASAC) Security Cooperation Specialist with CENTCOM. Works issues and responses to requests for information, carrying out daily coordination, and arranging and preparing for meetings, and visits. Communicates the command's position on issues of interest. Establishes and maintains close personal working relationships with all appropriate offices within CENTCOME. Assists in the formulation and reviews incoming Letters of Requests (LORs) to ensure they are actionable and complete before submission to USASAC. Performs work in the forecasting, programming, and gaining approval of overseas travel in support of country programs. Performs work for the management of the Foreign Military Sales (FMS) program management lines applicable to major weapon systems cases within geographical region. Serves as communications conduit between USASAC, DASA-DE&C and CENTCOM staff facilitating communications vital to the Army's Security Assistance Enterprise (ASAE) support of Security Assistance and Security Cooperation mission readiness and execution requirements. Directs taskers, inquiries, reports, requests for data or assistance and other communications to the appropriate organizations or personnel to ensure timely and accurate response. Duties and Responsibilities (Essential): • Knowledge and ability to discuss, advise on, and understand overall political and military issues, particularly those relating to the MILGP/CCMD area of responsibility; serves as the ASAE SC specialist for the CG/DCG with a wide variety of audiences, to include DA, DoD, other MACOMs, other agencies, and foreign governments. • Knowledge of USASAC, Army, and DoD security assistance strategy, plans, policies, and initiatives including emerging and ongoing security assistance initiatives and how they affect the CCMD. • Ability to plan and execute studies, reports, memoranda, and papers as necessary, in a clear, concise, and effective manner to support mission requirements. • Knowledge of applicable administrative regulations and operating procedures governing the full range of SA and SC activities. This includes theater-specific regulations, as required to perform mission requirements and appropriate property accountability regulations and guidelines. • Knowledge of the CCMD regional affairs, trends and objectives that dictate the political-military policies of the countries in CCMD AOR and the United States, in order to support security assistance actions or planning for future events by providing ASAE members insight into current anticipated initiatives and their impact on security assistance initiatives/efforts in CCMD and surrounding area. • Knowledge and understanding of governing budgetary policies, precedent-setting decisions, procedures, and regulations to assure budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives. • Requires an extremely high level of tact and judgment, in both technical and non-technical matters, to work closely with the CCMD and other respective organizations. Qualifications: • An Active US Government Security Clearance with the ability to gain TS/SCI • Minimum/General Experience: A minimum of eight years of logistical experience is required. Type of experience necessary includes at least eight years of task related technical experience. Experience in either logistic support planning, material fielding, or sustainment support for systems, major end items, supply, or maintenance organization required. • Minimum Education: Bachelor's Degree in such disciplines as Logistics Management, Supply Chain Management, Project Management, Business Administration, Accounting, Contract Management, Business Law, Economics, Strategic Studies, Foreign Policy, International Studies, Political Science, Liberal Arts, Education, or other related technical, or professional disciplines. • In lieu of degree, six additional years of related experience is required. • Must have working, demonstratable knowledge of Microsoft Office Suite products such as Excel, Word, and Teams. • Applicants must possess excellent oral and written skills. • Functional Responsibility: Analysis and detailed planning and execution of all logistics support including material goods, personnel, operational maintenance, and repair of systems throughout their life cycles. Participate in and provide strategic and operational analysis and assessment of national and regional strategic documents. Research and analyze strategic plans and initiatives and assess potential impacts and opportunities to the Security Assistance Enterprise. Assist in the development of strategies for implementing USASAC's strategic support plans. Collect data regarding security assistance strategy and plans, analyze and make recommendations for USASAC equities and opportunities input. Provide milestone planning recommendations and analysis in strategic planning meetings. Conduct feasibility analysis, logistics planning, requirements determination, and policy standards/procedures development in support of logistics planning. Use organizational, leadership, critical thinking, and communication skills in support of demand planning, transportation support, building customer relationships, and improving customer satisfaction. Assist Level I and Level II Logisticians as needed to define and analyze problems and make recommendations. Physical Factors • Work environment is predominately office. • Must be able to sit for extended periods of time. • Must be able to operate a computer for extended periods of time • Must be able to operate a phone both making and receiving calls and taking or conveying information. • Must communicate effectively, both verbally and in writing • Occasionally lifts/moves up to 25 pounds.
