POSITION/RECRUITMENT INFORMATION This recruitment is being held to establish an Open Eligible List to fill a vacancy in this class until the next recruitment. This list may be utilized to fill similar and/or lower-level classifications. Together, these Commands and Divisions provide services including land, air and sea-based patrol, custody operations, investigative services, emergency management, coroner services, forensics and specialty operations, among an extensive list of other public safety services. THE DIVISION The Orange County Crime Laboratory (OCCL) applies sound scientific principles to the collection, evaluation and interpretation of physical evidence to support the investigation and prosecution of criminal cases in Orange County. There are five laboratory bureaus in the OCCL: The Criminalistics Bureau provides trace evidence analysis of fire debris; firearms examinations and comparisons; and the analysis of drugs of abuse. The DNA Bureau analyzes biological material recovered in sexual assault, homicide and high volume crime cases for DNA to identify suspects in those cases, and analyzes DNA related to the re-investigation of past unsolved homicide and sexual assault cases. The Forensic Chemistry Bureau contains the Breath and Blood Forensic Alcohol programs and the Toxicology Unit where criminal and coroner samples are analyzed for drugs and poisons. The Identification Bureau provides crime scene investigation (CSI) services, photo lab services, scene and evidence processing to recover latent fingerprints, and latent fingerprint, and impression evidence comparisons. The CAL-ID Bureau administers the automated fingerprint identification systems to speed the identification of new arrestees and to link crime scene latent fingerprints with known criminals. THE OPPORTUNITY The Biometric Program Administrator (Crime Lab Manager) in the OC Crime Lab will report to the Cal-ID Bureau's Senior Crime Lab Manager, and will have the primary role of administering the county's law enforcement Face Recognition program. The incumbent may supervise one Information Technologist II and one Biometric Identification Specialist III. The incumbent will be a part of the overall biometric program and may have responsibilities related to the fingerprint, palmprint, mug photo, livescan, and mobile ID aspects of the program. The incumbent will be responsible for the following: Manage authorized user access to the system - Evaluate, approve, assign, monitor, delete user access accordingly Develop, collaborate, publish, enforce system and operational policies and procedures Develop, schedule, execute, evaluate, maintain system performance checks Develop and execute comprehensive program audits, enforce compliance with applicable standards, policies, and procedures Collaborate and communicate with stakeholders on system performance, features, functionality Work with system contractors on system issues, issue tracking, issue resolution, system updates, system fixes The position will also create training documents, announcements, notifications, and meeting agendas for technical staff guidance and education; contribute to budget discussions; participate in drafting scopes of work and purchase documentation; communicate effectively with Division leadership, section supervision, and section technical staff. Education and Experience Five (5) years of professional forensics experience related to assignment; must include one (1) year of lead/supervisory experience. A Bachelor's degree in criminal justice, forensic science, chemistry, biochemistry, or closely related scientific field involving chemical analysis may substitute for one (1) year of the required experience. A Master's degree or higher in criminal justice, forensic science, chemistry, biochemistry, or closely related scientific field involving chemical analysis may substitute for two (2) years of the required experience. Function effectively in a standard office environment. SPECIAL REQUIREMENTSA background check consisting of employment history, professional references, criminal check, and educational verification (i.e. degree, license, or official transcript) may be conducted.
