This program manager will be responsible for leading and coordinating the programmatic and operational aspects of the following programs within the Parent Child Health (PCH) section of CHS, in addition to others as needed: First Steps - Maternity Support Services/Infant Case Management (MSS/ICM); and Children with Special Health Care Needs (CSHCN), Nurse-Family Partnership program administration. The successful candidate for this position will demonstrate experience, knowledge, and skills in program and project management, quality improvement, and communications. They will ensure the work within each of these programs is aligned with CHS's priorities, with particular focus on pregnant and parenting individuals, children, and families. BackgroundAbout the Community Health Services (CHS) Division Community Health Services ensures the provision of clinical health care services in King County through policy and planning work with partners, as well as the direct provision of clinical services. CHS include Parent-Child Health services, preventive and Primary Care services, oral health services, homeless healthcare, and youth health services. To learn more, please visit Work Schedule Typical schedule for this position is between the hours of 8:30 am to 6:00 pm (to be determined with candidate and supervisor). This is an exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible. Remote and Onsite Work The First Steps team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building, located at 401 5 th Ave, Seattle, WA 98104 . Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties Manage, oversee, coordinate, and contribute to program administration and support activities for various Parent Child Health Programs and contracts, including, but not limited to First Steps (MSS/ICM), and Children with Special Health Care Needs (CSHCN). Collaborate with managers, supervisors, and direct service teams to identify priorities, implement program initiatives and changes, maintain program quality, and assess resource needs. Work with the program administration team to develop and share tools and trainings that support direct service teams. Ensure program compliance and quality assurance. Consult with managers and supervisors related to staffing and hiring. Coordinate and collaborate with program managers, supervisors, staff, and key stakeholders in other programs, particularly other PCH programs and those co-located with PCH programs. Build and maintain relationships with key community partners. Identify and implement staff development opportunities. Contribute to and co-lead work to establish and maintain robust evaluation of PCH programs. Gather, manipulate, and utilize data to track program demand and performance. Monitor revenues and expenditures - including federal, state, and other grants, patient generated Medicaid and FQHC revenue, and Medicaid matching funds earned through specific activities. Lead, mentor, and supervise a multidisciplinary team who provides practice and program support to various PCH teams. Experience, Qualifications, Knowledge, Skills Our ideal candidate will demonstrate the following (Minimum): Recent experience (in the last 2 years) of leading and supervising a multi-disciplinary team of people. Direct experience with Maternity Support Services (MSS)/First Steps Programs. Experience with program planning; data generation and monitoring. Experience working in programs that have a program compliance and quality assurance function. Experience monitoring program revenues and expenditures. The most competitive applicants will have the following experiences and qualifications (Desired): General knowledge of Maternal/Parent Child Health programs, health services administration, including principles and practices of health care financing, health information technology, and program management. Two or more years of recent direct supervision experience in Parent Child Health programs or other similar programs. Deep knowledge of and commitment to racial equity and social justice principles and practices; understanding of the effects of place-, race- and policy and systems-based inequities on marginalized communities and populations. Experience with and commitment to serving marginalized populations. Knowledge of the social determinants of health and drivers of health inequity. Knowledge of and experience with community health as it relates to pregnancy, post-pregnancy, infancy, and early childhood. Demonstrated ability to lead, mentor, and direct the work of a multi-disciplinary team. Ability to build respectful and productive relationships with internal colleagues and external partners; establish and maintain effective working relationships with multiple, diverse stakeholders. Demonstrated ability to effectively facilitate groups and interact with people in collaborative ways. Experience in successfully organizing, planning, and managing large projects or modernization initiatives. Ability to work under deadlines, work on multiple tasks simultaneously, organize and prioritize work quickly in response to changing needs. Analytical and problem-solving skills, in particular the demonstrated ability to analyze and summarize data, as well as customer and stakeholder input for decision makers; experience using data to make program and system improvements and writing and sharing effective reporting tools. Ability to communicate with clarity, sensitivity, and tact, both orally and in writing. Knowledge of the health care safety net system, including community health centers, mental health providers and other health and human service providers, which provide services to low-income, uninsured, and underinsured populations.
