Supervisory Program Analyst This position is located in the Chief of Staff - Clinic Practice Management Office at the Orlando VA Health Care System (OV AHCS) in Orlando, Florida, under the Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM). The primary purpose is to supervise the Program Analyst team and serve as the subject matter expert on data tools to support the development of a comprehensive, patient-centered healthcare system. Duties include but are not limited to: Implements, monitors, and audits databases and operations to ensure compliance with National, VISN 8, and OVAHCS regulations, providing guidance to the Program Analysts team. Evaluates and analyzes administrative plans, policies, programs and operations; monitors compliance and reports to the ACOD-GPM and Chief of Staff, enhancing clinical and administrative operations, and oversee both administrative and programmatic support. Advises on process standardization using data analytics across the Health Care System. Analyzes data requests from all Services and Specialties to include the effectiveness of programs or operations in meeting established goals and objectives. Develop dashboards/report to regularly monitor specific data indicators to identify problems and potential solutions. Utilizes multiple data systems, such as VISTA, CPRS, SQL, Power BI, Pyramid Analytics, TOAD, SharePoint, VSSC, Operating Room Scheduling package, Automated Data Processing Application, TMS, PIV /PK.I, etc. to exercise evaluation and analysis specific to health care system operations. Implements systems to ensure tracking, follow-up, and timely completion of the operational action items. Present analyzed data utilizing written and oral communication. Provides direct supervisory oversight to the Clinic Practice Management Office's Program Analysts GS 9/11. Establishes project goals and objectives and provide findings and recommendations to executive leadership. Plans the work to be accomplished by the subordinate Program Analysts in the Clinic Practice Management Office; setting and adjusting short-term priorities as well as long-term and prepares schedules for completion of work. Oversees the daily operation of the Program Analyst team, ensures that agency policies and priorities are being followed. Develops performance standards of subordinates as well as identify developmental and training needs of employees. Assigns work to subordinate Program Analysts based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees. Establishes guidelines and performance expectations for staff, which are clearly communicated through the electronic performance management system. Observe workers' performance; demonstrate and conduct work performance critiques. Gives advice, counsel, and instruction to employees on both daily work actions, duties, and other administrative matters. Resolve complaints from employees, and when necessary, will refer group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Analyzes National guidelines and procedural processes, develops, recommends, and justifies best practices, assigns responsibility, develops deadlines & standards of acceptable work, and is held accountable for the overall success of the Program Analysts team. Completes qualitative and quantitative studies including financial reports and costs effectiveness analyses. Utilizes benchmarks, statistics, actuarial projections, and other data. Analyzes demographics and/or workload data and conducts make/ buy and cost/ benefit analyses. Develops advanced analytical tools using Microsoft Reporting Services, Excel PowerPivot, SQL Server, VBA, DAX, Tableau, Pyramid Analytics, and other tools to provide expert analysis, analytical tools/reports, and advice on complex program issues. Provides direct oversight of the GS 9/11 Program Analysts within the Clinic Practice Management (CPM) service, which will provide analysis and recommendation to all the Services/Specialties/Programs across the Orlando VA Healthcare System. Reviews the analysis and recommendations made by each Program Analyst, which incorporates all data-related activities into operations, utilizing agency programs and activities, agency missions, policies, and objectives. Provides advice and assistance regarding possible need for revision of regulations and policies governing planning activities in the transition to a full-service hospital. Incumbent will delegate, assist, and monitor each Program Analyst to performs on-site review, fact-gathering and research assignments to provide data to the Senior management for regional conferences in support of VISN objectives on EWL reduction, productivity and RVU's, recapture of non-VA care, and submitting proposed changes in the evolution of this objective. Functions as the TMS Administrator and develops procedures for training and trains personnel in applicable computer applications for their service.
