Lead Management and Program Analyst

Job Title Provides the manager with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management. Provides direct team leadership to include budget planning and tracking; program and management analysis; manpower management; human resource management; strategic planning and objectives; support agreements; and various other initiatives. Advises Directorate of Public Works (DPW) management on program cost analysis; fiscal program planning; manpower analysis, and various other DPW programs. Performs cyclic reviews of all support agreements for the DPW to ensure services requested by customers are reflected within each agreement to maximize reimbursement for services provided above the common level. Performs analytical and evaluative work necessary to develop budget estimates, plans and programs for DPW functions. Utilizes General Fund Enterprise Business System (GFEBS) to create and research various funding execution documents. Conditions of employment include a suitability or fitness determination, a temporary duty or business travel requirement of 10% of the time, a financial disclosure statement, and the need to obtain and maintain a Secret security clearance. Qualifications are based on specialized experience including budget planning, manpower management, human resources management, support agreements, and experience with GFEBS. Time in grade requirement applies.
