Administrative Specialist 1, SG-18 The Administrative Specialist 1, SG-18, reports to the Administrative Specialist 2, SG-23, within the DCJS Office of Public Safety (OPS). Specific duties include but are not limited to: Managing the day-to-day tracking and calculations of OPS expenditures and review account spending. Utilizing Oracle Financials, bureau spending plans, internal trackers, and credit card management systems to ensure fiscal accountability and appropriate disposition of allocated funds. Compiling documentation with OPS staff by guidance of the project manager to support the development of all contracts and solicitations such as RFP (Requests for Proposals), RFI (Requests for Information) and/or IFB (Invitation for Bids) for all OPS activities. Facilitating the execution of OPS procurement and contract operations for compliance with Office of the State Comptroller (OSC), Division of Budget (DOB), and State Finance Law protocols. Executing procurement card transactions and OPS purchase requisitions at the direction of the project manager ensuring transactions are processed accurately and timely in accordance with NYS finance laws and programmatic needs. Compiling records to support project manager in the representation of OPS in all finance and budget meetings and projects. Supporting Manager with the creation and maintenance of OPS-specific on-boarding procedures and documentation requirements. Providing support in developing travel plans for OPS staff members by direction of the project manager. Providing support in developing in-house fiscal protocol reference materials for OPS staff members at the direction of the project manager. Collaborating with Manager and OPS staff ensuring policy compliance with NetCard policies and accurate record keeping and reconciliation of travel related expenses for vendors utilized by OPS program areas. Managing the day-to-day compilation of data required for project managers to facilitate assessments of existing processes and operational needs within OPS program areas to optimize workflows and inter-program efficiency. Providing support with Freedom of Information Law (FOIL) requests, locates and catalogs responsive information from various program areas for further review. Analyzing needs for and facilitates all procurements with respect to office equipment, furniture and supplies across bureau program areas. Preparing and documenting unit travel arrangements inclusive of all financial reconciliations. Approximately 5% travel may be required.
